Enabling people with an intellectual disability to have full and meaningful lives through quality person-centred services in partnership with families.

Cheeverstown is a voluntary organisation regulated by the Health Information & Quality Authority (HIQA). We provide a wide range of person-centred services, including residential, respite, and day services, supporting almost 400 adults with an intellectual disability across the south Dublin and Kildare area..

Role Description:

The Finance Department works in partnership with our service colleagues to provide strategic and operational financial support and advice in achieving the organisational goals of providing high quality, support services.

This is a varied role with primary responsibility to the Payroll function whilst also being an active contributor to other key partners in HR and Operations.

The post holder must demonstrate an excellent ability to work collaboratively with colleagues across the organisation (including Operations/ Human Resources/ Rostering) to optimise systems and processes to help drive improvement in payroll and financial processes whilst also demonstrating expertise and understanding in time and attendance management/ shift patterns.

Responsibilities:

Payroll

Responsibile for the end-to-end payroll process, ensuring all payroll data, calculations and adjustments are complete, accurate and reconciled prior to submission for review and final authorisation by the Financial Controller. Attend and contribute to regular payroll review meetings to ensure the timely and accurate processing of payroll and contribute to system improvements.
Working closely with and supervising the Payroll & Finance Officer on preparation of monthly payrolls and submission of same to Financial Controller for payment.
Monitoring of Time & Attendance System (TimePoint) along with the Payroll & Finance Officer to ensure that systems linked to Payroll have accurate data to support payroll processes and management decision making.
Review newly issued HSE circulars and ensure (along with Finance & Payroll Officer) that payroll impacts are understood and captured in our processes.
From Payroll perspective become an expert user/ data controller of the Payroll & Time and Attendence system, with particular responsibility/ focus on how the system informs monthly payroll data (re basic pay/ overtime/ additional hours/ premiums/ etc.) and ensure systems are capturing time & payroll costs accurately.
Provide support to Payroll & Finance Officer in liaising with relevant Returning Officers/ managers/ rostering department to ensure returns are submitted in accordance with deadlines, sign off, etc.
Preparation, data entry and checking of postings prior to Payroll completion.
Prepare reports on payrolls costs and identify trends/ unusual patterns and advise management as appropriate.
Ensure that all payroll procedures are followed and deadlines adhered to.
Cross cover within Payroll department and including (where necessary) cover of full payroll cycle including payroll submissions.
Deal promptly with queries arising from staff and Social Welfare/ Revenue.

Other Finance/ Organisational duties

Working closely with colleagues to highlight and fully understand Payroll costs and provide insight as to cost drivers and Payroll Issues.
Generation of reports and information from the Payroll and Time & Attendence system for management/ colleagues/ internal/ external audit as required.
Work collaboratively with various stakeholders (such as Rostering/ Operations/ HR/ etc) to provide insight/ information and contribute proactively to solve challenges affecting the organisation. Attend meetings re same.
Help drive improvements in existing systems and work closely with colleagues on new system improvements and implementations with both internal and external stakeholders/ providers.
Calculate, process and reconcile retrospective pay adjustments, salary arrears, overpayments and underpayments, ensuring accurate payroll processing and compliance with organisational policy and statutory requirements.
Support HR colleagues with completion of payroll-related employee documentation, including mortgage applications, SUSI forms, salary certificates, and other statutory or financial verification forms, in accordance with organisational procedures.
Prepare Payroll reports for the HSE Service Arrangement that link existing employee costs/ numbers to various cost centres. Ongoing tracking of Payroll costs and working with colleagues to develop and enhance reports to help drive organisational success and use of resources.
Participate in training and upskilling as required in order to further enhance and meet the growing demands/ requirements of the role.
Proactively take responsibility and ownership of Policies and Procedures in your area.

Professional

To assist and utilise developments in information technology to ensure that the Payroll team make the most effective and efficient use of developments in information technology, in a manner which integrates well with systems throughout the organisation.
The Payroll Supervisor will monitor and keep up-to-date with developments of payroll practices and all other relevant matters to ensure maintenance of knowledge and skill in order to facilitate contemporary professional practice.
Assume responsibility for his/her own professional development and safe work practice

Skills/Experience

Essential

Full payroll manager qualification (i.e. QQI level 6/ iPass/ etc) and/ or accounting qualification (IATI/ ACCA/ etc).
Experience of using payroll software (i.e. Megapay) aswell as Time and Attendence Systems.
Minimum of 5 years Payroll Experience in a similar environment (ie large complex organisation with Time and Attendance systems)

Desirable

Recent experience of working in/ with payroll in a HSE funded healthcare setting and a working knowledge of payroll issues (such as legislation, Tax, PAYE, etc.)
Excellent analytical and communication skills along with ability to work collaboratively with colleagues to help drive improvements and in payroll and financial processes.

Salary: In line with the HSE Grade VI pay scale, commensurate with qualifications and experience.
