Monitoring & Performance Assessment Case Officer

The Medical Council is seeking to appoint a Monitoring & Performance Assessment (PA) Case Officer at Administrative Officer Grade within the Fitness to Practise Directorate. Reporting to the Monitoring & PA Manager, the Case Officer will play a key role in managing individual cases from referral through to completion.

Following an investigation or inquiry process, doctors may be required to undergo a performance assessment or to comply with specific conditions or undertakings attached to their registration. In some cases, temporary restrictions may be placed on a doctor's practice while an investigation is ongoing. The Monitoring & Performance Assessment Function is responsible for ensuring effective management, monitoring, and compliance of these doctors.

The Case Officer will be responsible for coordinating and managing individual cases, including planning and organising assessments, gathering evidence of compliance, and preparing reports and updates for the relevant Council committees. The role also serves as the primary point of contact for doctors, assessors, and other stakeholders involved in monitoring and assessment processes.

Key Responsibilities

Manage individual monitoring and performance assessment cases from referral through to completion, ensuring all activities are conducted in line with legislation, Council policies, and procedures.
Plan, organise, and coordinate performance assessments, including scheduling, liaising with assessors and practitioners, and overseeing logistical arrangements.
Act as the primary point of contact for all parties involved in monitoring and assessment cases, managing sensitive communications with doctors, assessors, employers, and other stakeholders.
Collect, verify, and analyse evidence of compliance with undertakings, conditions, and restrictions on registration; identify and escalate potential areas of non-compliance as appropriate.
Maintain accurate, up-to-date, and secure case files and records, ensuring documentation is complete and stored in line with data protection and confidentiality requirements.
Prepare high-quality case documentation, reports, and updates for presentation to relevant Committees and working groups.
Coordinate with other functional areas within the Medical Council to ensure information sharing, operational alignment, and consistency of approach across functions.
Support the development, implementation, and continuous improvement of monitoring and performance assessment policies, procedures, and protocols.
Assist in the development and ongoing enhancement of monitoring and performance assessment workspaces on the electronic case management system.
Compile and report on performance data and key metrics to support monitoring of operational effectiveness and delivery against KPIs.
Provide administrative and operational support to the relevant Committees of the Medical Council, including preparation of agendas, papers, and follow-up actions.
Manage complex and confidential information with a high degree of accuracy, professionalism, and discretion.
Support organisational and business improvement initiatives within the Directorate and the wider Medical Council, contributing to operational efficiency and service quality.
Process Freedom of Information (FOI) and Data Protection requests received by the Directorate in accordance with legislative requirements.
Undertake other duties and project work as assigned to support the effective functioning and development of monitoring and performance assessment processes.

Essential Criteria

Relevant third-level qualification (examples include, but are not limited to, legal, education, healthcare/ health-science).

Minimum 2 years relevant work experience (for example in case management, regulatory compliance, or professional standards within a public sector, healthcare, or similar regulated environment).

Demonstrated experience in preparing accurate, high-quality reports and documentation for internal or external oversight bodies or committees.

Desirable Criteria:

Have a good knowledge and understanding of the Medical Practitioners Act 2007 and the role of the Medical Council, its functions and the context in which it operates.

Strong IT and data management skills, including experience with databases or case management systems

Essential Characteristics:

Strong communication skills both verbal and written

Confidence and professionalism in communicating and managing relationships with a wide variety of internal and external stakeholders

Ability to communicate in a clear and concise manner including in situations that require persuasion, influence, or sensitivity

Ability to effectively build trust and manage relationships at all levels including with doctors , assessors, and other stakeholders

Ability to adopt an empathetic and respectful approach in dealings with stakeholders

Commitment to maintaining confidentiality and abiding by Information Governance requirements and policies

Evidence of successfully delivering projects or assigned work to a high standard

Ability to work independently, to demonstrate initiative and to work as part of a team

Highly organised approach with strong attention to detail and ability to be clear, comprehensive and concise in communications, including reports (both qualitative and quantitative), minutes and publications.

Ability to flex and adapt to changing demands, manage competing priorities and meet deadlines in a dynamic environment

Strong administrative skills including proficient use of Microsoft Office applications

Details of this Appointment:

Position Type: This appointment will be offered on a full-time permanent basis. A 6-Month probationary period applies to this appointment.

Salary: Starting salary will be at €41,176 which is the first point of the Administrative Officer PayScale.

If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.

There will be salary increment each year in line with the Senior Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached. The rate of remuneration will not be subject to negotiation and may be adjusted from time to time in line with Government pay policy.

Annual Leave: 29 working days plus public holidays

Hours: 35 hours per week, Mon-Fri.

Location: Kingram House, Kingram Place, Dublin 2. We operate a hybrid working model with both remote working and requirement for on-site attendance two days per week.

Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation. Candidates currently working in the Public or Civil Service may transfer their pension.
