Core Responsibilities
Strategic Leadership: Drive the strategic plan to evolve LPH Older Person residential care facility.
Executive & Operational Management: Lead a multidisciplinary leadership team across Finance, Human Resources, Medical, Nursing, Health and Social Care Professionals, Facilities Management, Procurement and Support Services while ensuring strict budgetary control.
Governance & Compliance: Maintain full compliance with statutory obligations, HIQA standards, Food Safety Regulations, HSA, and act as the representative and Registered Provider for the designated centre.
Relationship & Stakeholder Management: Build and nurture internal and external partnerships with other state agencies, voluntary sector, and academic institutions.

Job Description
Mission and Vision of Leopardstown Park Hospital:
The Chief Executive will be expected to possess outstanding leadership, influencing and management skills and will be used to taking the lead in managing an operational budget. Innovative, energetic, and proactive in approach, he/she will be able to build strong stakeholder alliances and cultivate relationships at all levels.
All duties and responsibilities resting with the Chief Executive other than those relating to Health and Safety legislation are delegated by the Board. In practice, operational management responsibility for individual services and areas rests with the Chief Executive and with individual managers/service heads who carry out these operational management responsibilities under the direction of the Chief Executive.
In the absence of any specific directions from the Board the Chief Executive shall be responsible for the general control and management of the Hospital.
The Chief Executive will, in the first instance, be accountable to the Chairman of the Board and the Board and will discharge the functions of the post in line with the authority and accountability delegated by the Board. These responsibilities will include but will not be limited to the following:
Ensuring the overall effective and efficient functioning of the Hospital and carrying responsibility for all aspects of strategic, executive, and operational management
functions.
Maintaining, developing, and promoting the culture, ethos, and excellence of the Hospital as a resident-centred organisation committed to the highest standards of medical and clinical practice, nursing care, delivery of service, healthcare education, research, and training in accordance with its mission policies.
Offering direction, advice, and support to the Board towards the achievement of its functions, including the development of strategic and operational policies and plans.
Implementing the policies and being responsible for decisions of the Board of Management and be responsible for the efficient and effective operation of all the departments and functions of the Hospital within the framework of a balanced budget.
Promoting and developing the interests of the Hospital at all times and in all respects complying with the legitimate directions and regulations of the Board.
Being Chairperson of the Hospital Senior Leadership Team and having the responsibility of ensuring that the functions assigned to that Team are conducted in such a way as to ensure the efficient management of the Hospital within the framework of balanced budget and Board approved service plans.
Assuming personal responsibility in supporting and advising the Board in relation to the Board discharging its statutory, governance and fiduciary obligations in all matters and in particular matters relating to risk management, health & safety, procurement, service delivery, and the management of resources. Will function as the Secretary of the Board as defined by the Code of Practice for the Governance of State Bodies.
Ensuring that the statutory Declarations of Interest as specified in the ethics in Public Office Acts (1995 & 2001) are completed and submitted.
Advising the Board in relation to new legislative obligations.
Providing the Board with scheduled and ad hoc reports relevant to the Board in relation to Board's performance in discharging its overall duties and responsibilities.
Acting as the public spokesperson for the hospital, in consultation with the Board from time to time.

Lead an effective Senior Leadership Team and direct, support, and advise the Senior Leadership Team in relation to their roles, areas of functional responsibility and emerging demands. Through this team the Chief Executive has responsibility to:

Planning new services and communicating the Hospital Strategic Plan to all stakeholders.

Promoting and developing the use of technology to improve processes, systems, and structures.
Establishing, implementing, and maintaining clear, efficient, and effective working relationships and communications between staff.
Lead and maintain oversight of capital developments of the Hospital.
Maintaining oversight of the overall development of the hospital's information system (ICT) to support all functions.
Development and maintenance of a financial system and controls which ensures that, within available resources, all clinical, clinical support, resident, and administrative services are adequately resourced and that expenditure is kept within budget.
Development and maintenance of appropriately focused management and operational planning and control systems to facilitate improved correlation between responsibility and accountability at all levels.
Preparation of timely reports to Board, its Committees and HSE.
Overall management of purchasing, service contracts, and insurances, including any strategic partnership arrangements.
Development of progressive Human Resource policies and procedures in order that the contribution from the most important resource of the hospital, its staff, is enhanced and developed.
Play a leading role in organisation development ensuring staff are fully engaged in the ongoing development and success of the Hospital.
Promote staff training and development at all levels within the hospital.
Development of quality systems, both clinical and corporate.
Develop high-quality service delivery systems which ensure appropriate care is provided at the point of need using a person-centred care approach.
Delegate functions and authority to other Hospital team members]
A Professional/Third Level qualification in a relevant field with a minimum of 5 years working at senior level.
Excellent leadership skills with strong emphasis on achieving results and implementing change management programmes in a similar environment.
An ability to deal with and grasp the challenges and opportunities facing the Health/Public Sector and to manage multiple competing priorities.
Display an ability to think and act strategically, and to communicate with and influence at senior levels with our internal and external stakeholders across the public sector and within industry.
Must be value driven, with a passion for public service and a clear appreciation of the benefits of collaboration.
Understanding and awareness of the Code of Practice for the Governance of State Bodies and its importance in today's environment.
Sound understanding of management development and capability building across the organisation.
Excellent financial management and project management skills, and experience of managing a large range of multi-functional activities in a similar environment.
Previous work experience in a similar healthcare environment is desirable but not essential.
The Board will evaluate the Chief Executives performance based on the following key performance indicators on an ongoing basis and annually on a formal basis.

PRINCIPLE TERMS AND CONDITIONS OF EMPLOYMENT
The appointment will be on a Permanent full-time permanent basis.
The period of probation is considered part of the recruitment process. Employment is subject to the satisfactory completion of a 9 month probationary period. In certain circumstances, this probationary period may be extended but will not, in any case, exceed 11 months.
Hours of attendance are set at 35 hours per week should note that hours of attendance may be adjusted from time to time and the appointee will be required to work such additional hours from time to time as may be reasonable and necessary for the proper performance of his/her duties subject to the limits set down in the working time regulations.
To be discussed at interview stage. And will be in line with the Consolidated salary scales.
Provision is made for pensions, and where applicable it is in accordance with either the Local Government (Superannuation) Act 1965, & Superannuation (Revision) Scheme, 1977 and 1998 or the Single Public Service Pension Scheme Act 2012.
Annual Leave entitlements are 30 days per annum.
