Advocacy & Policy Officer (Established Role)

Polio Survivors Ireland

Polio Survivors Ireland is seeking to appoint an Advocacy & Policy Officer to continue and further develop an established programme of advocacy, policy engagement, and research on behalf of polio survivors in Ireland.

This is a key role within the organisation, building on an existing body of work and contributing directly to the delivery of our 2024–2029 Strategic Plan. The successful candidate will play a central role in influencing policy, improving services, and ensuring the voices of polio survivors are represented at national level.

Key Areas of Work

Enhancing existing policy and advocacy work on issues affecting polio survivors
Monitoring and analysing relevant legislation, policy, and service developments
Conducting and commissioning research and gathering evidence from survivors, families, and clinicians
Developing policy submissions for approval by the CEO and Board
Engaging with Government, statutory bodies, and elected representatives
Working with disability and civil society organisations on shared advocacy goals
Supporting ongoing campaigns to improve services and quality of life
Reporting regularly to the CEO and Board on progress and outcomes

This is not a new or start-up function, but a continuation and strengthening of an existing advocacy programme within the organisation. The role requires flexibility, collaboration, and the ability to manage a diverse and evolving workload.

This is a hybrid working part-time position of 18.5 Hours and offers a salary of €23,000.

Person Specification: Essential Criteria

Education and Experience

Relevant third-level qualification in public policy, social policy, social sciences, disability studies, law, community development, political science, or a related discipline.
A minimum of two year’s experience in advocacy, policy development, public affairs, research, campaigning, community development, or a related field.
Experience of preparing reports, policy submissions, briefing papers, consultation responses, or research documents.
Experience of engaging with a broad range of stakeholders, including statutory agencies, public bodies, community organisations, and members / service users.

Knowledge

Knowledge of the Irish public policy environment and decision-making processes.
Understanding of disability rights, equality, inclusion, and human rights issues.
Awareness of issues affecting people with disabilities, older persons, and individuals with long-term health conditions.

Skills and Competencies

Excellent written and verbal communication skills in English, with the ability to communicate effectively with a wide range of audiences.
Strong research, analytical, and report-writing skills.
Ability to interpret legislation, policy documents, consultation papers, and research findings.
Excellent organisational and time-management skills, with the ability to manage multiple priorities and meet deadlines.
Strong interpersonal and relationship-building skills.
Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.

Location and Eligibility

Candidates should be based in Ireland and be eligible to live and work in Ireland.
Ability to attend meetings, events, and stakeholder engagements across Ireland as required.

Desirable Criteria

Experience working within the disability, health, voluntary, community, or not-for-profit sector.
Knowledge of the Rights of Persons with Disabilities.
Experience of advocacy campaigns and public affairs engagement.
Experience of conducting stakeholder consultations, surveys, or qualitative research.
Familiarity with the challenges faced by polio survivors or people living with long-term neurological or physical health conditions.
Full clean driving licence and access to transport.
