Safetynet Primary Care
Safetynet Primary Care is a Medical Charity providing services to those in our society most in need of health care but without access to appropriate care. Safetynet innovatively removes barriers by bringing healthcare to homeless people, those in addiction and vulnerable groups in hostels and drop-in services and by providing a mobile health service to rough sleepers. Safetynet provide GP and nursing services in the Inclusion Health Hub 5 days a week.
A significant Migrant Health service has been developed, providing health assessment screening and GP clinics to vulnerable migrants, refugees and asylum seekers. We advocate for an inclusive health system and work towards integration of our patient’s health care into mainstream services.

Role purpose
The role of Head of Finance and Governance is to formulate and implement the financial strategy to underpin the mission of Safetynet Primary Care, whilst incorporating organisational key performance indicators, internal controls, organisational governance and tracking thereof. The successful applicant will provide strategic input as an effective member of the Senior Leadership Team, utilising appropriate financial reports and performance measures to inform strategic and operational decision-making. The role has line management responsibility.
Principal Duties & Key Responsibilities
Accounting and Control
· Oversee financial management controls, accounting processes, expenses and financial transactions, ensuring accurate record-keeping and robust accounting information within Safetynet’s financial systems.
· Ensure financial policies, procedures and internal controls are in place, followed, regularly reviewed and aligned with best practice in financial management.
· Maintain financial, statutory and governance records, including records required to support compliance with funder contracts, charity law and company law obligations.
· Oversee day-to-day financial operations, including petty cash, banking arrangements, payroll-related financial records and communications with Revenue and external providers on employment-related financial matters.
· Identify areas for financial system improvement and implement streamlined processes to support efficiency, accuracy and effective controls.
· Regularly review organisational policies and processes that support daily operations, meet regulatory requirements and communicate changes to the wider team as appropriate.
· Liaise with HR to maintain accurate employee financial, annual leave and medical leave records, and support collaboration on organisational training, development and wellbeing budgets.
Reporting and Analysis
· Deliver regular, accurate and clear monthly financial reports and analysis to support effective decision-making by the CEO, Senior Leadership Team and Board.
· Prepare and review the annual budget, cash flow forecasts and long-term financial plans in collaboration with the CEO and Senior Leadership Team.
· Prepare quarterly management accounts and cashflow statements for the Board of Directors.
· Provide financial analysis to support performance monitoring, organisational planning, value for money and operational decision-making across Safetynet.
· Monitor and report on donations, ad hoc grants, funding performance and related financial outputs.
· Support robust funding proposals by ensuring financial assumptions, returns and outputs are clear, accurate and maximised.
Stakeholder Management
· Liaise with key stakeholders, including the HSE, Board, Finance Sub-Committee, regulators, auditors, banking service providers, institutional funders and grant-making bodies, providing reports, analysis and financial information as required.
· Lead the production of Annual Financial Statements in conjunction with the external auditors, ensuring they represent a true and fair view of financial affairs for approval by the Board at the AGM.
· Coordinate quarterly Board Finance Sub-Committee meetings, ensuring accurate records, timely documentation and effective liaison with the Committee Chair on agenda and papers.
· Support the Board of Trustees and committees in maintaining high standards of governance and keeping up to date with legal, regulatory and professional standards that impact Safetynet operations.
· Develop and review policy documents relating to organisational governance and compliance, including Board-level policies, procedures and guidelines.
· Lead on drafting financial service-wide policies, procedures and guidelines.
· Oversee the organisation’s risk register, proactively identifying and mitigating financial and operational risks in collaboration with the Finance and Quality, Safety & Research Board committees.
· Support the external Company Secretarial services with full compliance with Irish charity law, tax obligations and all regulatory requirements, including statutory filings and notifications with the Companies Registration Office, Charities Regulatory Authority and relevant funding bodies.
· Support the Company Secretary function and ensure Safetynet remains compliant with funder contracts, the Companies Act, the Charities Regulatory Authority, SORP and other relevant legal requirements.
· Work with the Company Secretarial service to maintain statutory and governance records, including minutes, member and director registers, and declarations of interest in line with policy.
· Engage in tender processes with the Head of Operations and CEO, where necessary, and ensure appropriate service contracts are in place.

Person Specification
Essential Criteria
Qualifications & Experience
- Minimum of three years’ experience in financial and operational management with experience in a senior role, ideally in the not-for-profit or charity sector, absence of this experience will not exclude applicants.
- Experience in not-for-profit financial management, including a strong understanding of SORP and ideally charity law in Ireland.
- Accounting qualification (ACA, ACCA, CIMA or equivalent) ideally with experience in charity finance
- Demonstrated understanding or knowledge of the governance and operational standards required by non-profits / charities.
- Strong track record in managing budgeting, forecasting, financial reporting, and analysis, with experience working closely with Boards and senior management teams.
- Desirable: Proficiency in accounting software.

Working Hours: 35 hours per week Monday - Friday
Annual Salary: The salary scale for this post starts at €60,007. Entry point to the scale will be determined in accordance with Safetynet Primary Care Pay Policy.
Annual Leave: 25 days per annum
Location: Mainly based at 60 Amiens Street, Dublin, with a hybrid working arrangement following successful completion of probationary period.
