This is an appointment on a Public Only Consultants' Contract by the Health Service Executive to be based at the Rotunda Hospital, Dublin (37 hours per week).
Details of Service
The consultant will provide outpatient general and specialist gynaecology clinics at the Rotunda hospital. They will have a weekly theatre list and may operate in Beaumont hospital on complex endometriosis cases as part of the endometriosis team. They will provide ambulatory gynaecology services in the Rotunda's outpatient hysteroscopy clinic weekly. They will provide antenatal and labour ward care.
Reporting Relationship
As per POCC 2023 the Consultant's reporting relationship and accountability for the discharge of his/her contract is to the Master / Chief Executive Officer of the hospital through his/her Clinical Director.
The consultant will work with other consultant obstetrician and gynaecologists within the Rotunda, Beaumont and Connolly hospitals. As part of the endometriosis service they will provide MDT clinics including support from an endometriosis CNS, women's health physiotherapist, psychologist, and dietitian. Administrative support is needed for clinic and MDT meetings.
Purpose of the Post
Gynaecology referral for Dublin North East are centralized at the Rotunda hospital in line with the Slaintecare principles of right care, right place, right time. One in seven women are affected by endometriosis. Timely diagnosis and treatment are essential to reduce morbidity including infertility and chronic pelvic pain. The post will align with the National Framework for endometriosis care including development of multi-disciplinary and individualized care pathways for patients with endometriosis. These pathways will enhance quality of care, flexible and responsive models of care and ensure service user empowerment.
Current demand for endometriosis services in the Rotunda Hospital is 520 new patients per year with 20-30% of those requiring surgery for the condition. Of those requiring surgery, 25% will have complex stage 3-4 endometriosis. Our current waiting list has 296 women waiting for outpatient appointments.
Principal Duties and Responsibilities
Standard Duties and responsibilities:
To participate in development of services and all duties and functions pertinent to the Consultant's area of competence, as set out within the Clinical Directorate Service Plan and in line with policies as specified by the Employer. This will focus on gynaecology, encompassing outpatient, inpatient, elective and emergency gynaecology services. Termination of pregnancy services will be integrated into ambulatory gynaecology service plans.
To ensure that duties and functions are undertaken in a manner that minimises delays for patients and possible disruption of services.
To work within the framework of the hospital service plan and/or levels of service (volume, types etc.) as determined by the Employer. Service planning for individual clinical services will be progressed through the Clinical Directorate structure or other arrangements as apply.
To co-operate with the expeditious implementation of the Disciplinary Procedure (attached at Appendix II).
To formally review the execution of the Clinical Directorate Service Plan with the Clinical Director / Employer periodically. The Clinical Directorate Service Plan can be reviewed periodically at the request of the Consultant or Clinical Director / Employer.
To participate in the development and operation of the Clinical Directorate structure and in such management or representative structures as are in place or being developed. The Consultant shall receive training and support to enable him/her to participate fully in such structures.
To provide, as appropriate, consultation in the Consultant's area of designated expertise in respect of patients of other Consultants at their request.
To ensure in consultation with the Clinical Director that appropriate medical cover is available at all times having due regard to the implementation of the European Working Time Directive as it relates to doctors in training.
To supervise and be responsible for diagnosis, treatment and care provided by non-Consultant Hospital Doctors (NCHDs) treating patients under the Consultant's care.
To participate as a right and obligation in selection processes for non-Consultant Hospital Doctors and other staff as appropriate. The Employer will provide training as required. The Employer shall ensure that a Consultant representative of the relevant specialty / sub-specialty is involved in the selection process.
To participate in clinical audit and proactive risk management and facilitate production of all data/information required for same in accordance with regulatory, statutory and corporate policies and procedures.
To participate in and facilitate production of all data/information required to validate delivery of duties and functions and inform planning and management of service delivery.
The person appointed shall perform the following duties appropriate to the office:
The new appointee will participate in the Obstetric/Gynaecology On Call rota. Duties also includes:
o Operating
o Outpatient Care
o Inpatient patient care
o Responsibilities for ambulatory and emergency gynaecology surgery.

Eligibility Criteria
Qualifications and/ or experience
Professional Qualifications
Registration as a specialist in the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council in Ireland in the specialty of Obstetrics and Gynaecology.
and
Clear evidence of completion of a specific training programme in General Obstetrics and Gynaecology, as evidenced by a certification or qualification by a national or internationally recognized body, such as MRCOG, MRCPI or equivalent.

Demonstrate up to date knowledge of routine aspects of Gynaecology, with particular emphasis on endometriosis care.
Entry to competition / recruitment process
No candidate will be appointed as a Medical Consultant unless (s)he is registered as a Specialist in the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council of Ireland.
Successful candidates must be registered as a Specialist in the relevant Specialty on the Specialist Division of the Register of Medical Practitioners maintained by the Medical Council of Ireland within 180 days of the day of interview.
Should the successful candidate not be registered as a Specialist at that time, the post may be offered to the next suitable candidate. Should no suitable candidate exist, a further recruitment process may be initiated.

A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

Age
Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). Other requirements specific to the post
To be available to attend obstetric or gynaecologic emergencies within 30 minutes when on duty.
