About Us: We are a small, values-driven organisation working to empower women out of homelessness. We provide supported accommodation across two properties. One own door 11-bed and one own door 5-bed house offering intensive support to women on 18- month tenancy terms, as well as 18 longer-term tenancies in dispersed locations. Our work is grounded in a belief in the power of lived experience, and our staff team is committed, capable, and close-knit. We are at an important moment in our development. We are committed to growing our supported accommodation offer and to building the infrastructure needed to support that growth. This role is central to that ambition.

The Team: Daisyhouse is a small but highly committed team, united by a shared purpose: supporting women to break the cycle of homelessness and rebuild their lives. Our team includes professionals across several functions including, Social Care, Finance and Administration, Maintenance and Housekeeping. Together, we ensure that Daisyhouse operates as a safe, welcoming and well-run environment for the women who live here. The organisation is led by the CEO, supported by an engaged Board of Directors who provide governance, strategic oversight and guidance. This leadership ensures that Daisyhouse continues to develop and deliver high-quality services that respond to the needs of the women we support. Collaboration, respect and teamwork are central to how we work.

Role Summary: The Facilities & Property Manager will take overall responsibility for the management, maintenance, compliance and performance of the organisation's housing portfolio. This newly created role will provide a single accountable point of coordination for all property-related activity across the organisation, ensuring that properties are maintained to a high standard, residents receive an effective maintenance service, and all statutory and regulatory obligations are met. Reporting directly to the CEO, the postholder will manage external contractors and service providers, supervise the maintenance operative and lead the development of systems, processes and reporting mechanisms to support the organisation's current and future housing needs. A key priority during the first year will be to enhance a robust compliance and asset management framework, improve maintenance planning and reporting, and oversee knowledge transfer from the current outgoing maintenance operative.

Key Responsibilities

Property Management & Asset Planning

Take overall responsibility for the condition, safety and performance of all properties within the organisation's housing portfolio.
Develop and maintain a comprehensive property register and asset database.
Establish and maintain a rolling Asset Management Plan.
Maintain accurate records of stock condition, planned maintenance requirements and lifecycle replacement programmes.
Lead annual property inspections and coordinate any required remedial works.
Develop planned and cyclical maintenance programmes across the housing portfolio. Coordinate tenancy changeovers, property inspections, snagging works, redecoration and property readiness.
Liaise with landlords in relation to dispersed tenancy properties where appropriate. Support any future property acquisition or development projects through property inspections and condition assessments.

Repairs & Maintenance Management

Develop and implement an effective repairs and maintenance management system. Coordinate responsive, planned and cyclical maintenance works.
Develop service standards and response time targets for repairs.
Ensure maintenance requests are appropriately recorded, prioritised and completed. Monitor repairs performance and identify areas for service improvement.
Supervise the maintenance operative and coordinate their workload.
Ensure maintenance works are completed to agreed quality standards.
Maintain records of all completed maintenance activity.

Health, Safety & Regulatory Compliance

Act as the organisation's lead officer for property-related health and safety compliance. Manage the compliance calendar and ensure all inspections, servicing, certifications and statutory checks are completed and recorded.
Maintain accurate compliance records and audit trails.
Coordinate fire safety inspections, emergency lighting inspections, alarm servicing, gas and boiler servicing, electrical inspections, water hygiene testing, pest control and other compliance requirements.
Liaise with the organisation's Health & Safety and external specialists as required. Coordinate property-related risk assessments and ensure corrective actions are implemented.
Support organisational compliance with all relevant health and safety legislation.

Housing Standards & AHB Compliance

Ensure all properties comply with Housing Standards Regulations and Residential Tenancies legislation.
Support compliance with Approved Housing Body regulatory requirements and relevant funding conditions.
Monitor property standards and ensure remedial actions are completed where required. Ensure all tenancy-related property obligations are fulfilled.
Maintain records to demonstrate compliance to regulators, funders and auditors. Coordinate responses to property-related audits, inspections and reviews.

Contractor & Procurement Management

Develop and maintain an approved contractor register.
Procure contractors and service providers in accordance with organisational procurement procedures.
Obtain quotations and tender submissions where appropriate.
Verify contractor qualifications, insurance and certification requirements.
Monitor contractor performance, quality and value for money.
Ensure contractors comply with health and safety requirements while working on organisational premises.
Sign off completed works and maintain contractor performance records.

Performance Monitoring & Reporting

Develop and maintain property performance reporting systems.
Establish key performance indicators relating to repairs, maintenance, compliance, void management and contractor performance.
Monitor service levels and response times.
Produce monthly reports for the CEO. Prepare quarterly reports for the Board where required.
Identify trends, risks and improvement opportunities
Maintain accurate records and management information relating to property services.

Budget Management

Assist in the preparation of annual maintenance and compliance budgets.
Monitor expenditure against approved budgets.
Identify opportunities for efficiencies and value for money.
Maintain appropriate financial records relating to property expenditure in line with best practice.
Support long-term capital planning and future investment decisions.

Service Development

Research, Implement and maintain an effective property management and compliance system.
Develop and enhance procedures, policies and documentation relating to property management.
Review existing maintenance arrangements and recommend improvements.
Develop recommendations regarding future maintenance structures, including the balance between direct labour and contractors.
Support the organisation's future growth plans and expansion of the housing portfolio.
Promote sustainability and energy efficiency initiatives where appropriate.
