Full job description

The Central Bank of Ireland serves the public interest by maintaining monetary and financial stability while ensuring that the financial system operates in the best interests of consumers and the wider economy.

We currently have vacancies for Associate Supervisors and Associate Policy Specialists on contract of indefinite durations in the Banking and Payments Directorate. This role is aligned with the Bank Officer grade. New entrants will commence on Point 1 of the relevant salary scale; in this case the starting salary will be €35,046. The purposes of these roles are to contribute to the supervision of the financial services sector or to contribute to the development, implementation and interpretation of the regulatory policy framework. Bank Officers support the delivery of high-quality, technically accurate output in a timely and efficient manner. This contributes to the Central Bank's strategic objectives to protect financial stability, safeguard consumers' interests and ensure the well-being of the financial services sector.

Responsibilities:

Bank Officers will undertake a range of tasks tailored to their specific division, which may include:

Supervisory Support and Analysis (Associate Supervisor Role)

Contribute to the supervision of assigned financial services sectors using a risk-based, outcome-focused approach.
Undertake supervisory analysis of available data to draw conclusions and make recommendations.
Participate in offsite analysis, thematic reviews and deep dives into specific risk areas.
Maintain supervisory files and risk assessments, ensuring timely updates.
Analyse regulatory returns and company information to support effective supervision.
Provide briefings on key risk topics to drive firm engagements and supervisory actions.

Policy Development and Implementation (Associate Policy Specialist Role)

Research, develop, analyse, implement and interpret regulatory policy.
Prepare and update policy documents, procedures, processes, presentations and reports.
Undertake research and analysis to support policy responses and queries.
Monitor and research policy developments in other jurisdictions and international authorities.
Horizon scan to identify emerging risks and changing external environments.

Stakeholder Engagement and Communication

Draft correspondence for internal and external stakeholders.
Organise and/or attend meetings with internal and external stakeholders.
Develop and maintain positive stakeholder relationships to foster information sharing.

Knowledge Management and Administration

Maintain internal databases and undertake status reporting.
Prepare briefing documents and agendas for team meetings.
Provide administrative support to ensure team operations run smoothly.
Engage with colleagues across divisions to foster collaboration and knowledge sharing.

Requirements

A third-level honours degree and/or professional qualification in business, finance, economics, law, risk, accounting, mathematics or any related discipline.
Understanding of the role, mandate and powers of the Central Bank of Ireland.
Understanding/experience of the financial industry and practical operation of firms within that industry, in particular banks, payment firms, credit unions and/or retail credit firms. (desirable).
