Job Title: Health, Safety, Environment and Quality (HSEQ) Manager
Based: Ballymount, Dublin (with travel to depots/sites as required)
Reporting to: Head of Health, Safety, Environment and Quality (HoHSEQ)
Direct reports: Health, Safety, Environment and Quality Officer (HSEQO)
Purpose: The Health, Safety, Environment and Quality (HSEQ) Manager supports Go-Ahead Ireland in the effective management and continuous improvement of health, safety, environmental, and quality performance across the organisation. The role provides professional expertise, guidance, and assurance to ensure compliance with legal, regulatory, and organisational requirements, and supports the implementation and maintenance of the organisation’s HSEQ strategy, policies, and management systems.
Key Responsibilities and Tasks

Lead and support the effective management of health, safety, environment and quality (HSEQ) to ensure compliance with legal, regulatory, and organisational requirements

Own, maintain, and continuously improve the organisation’s Integrated Management System (IMS), ensuring it remains effective, compliant, and aligned with ISO standards, legal requirements, and operational risk

Serve as a subject matter expert on HSEQ matters, providing technical expertise, guidance, and assurance to support compliance, risk management, and continuous improvement across all departments

Monitor and analyse HSEQ performance trends, incidents, and audit findings, ensuring appropriate corrective and preventative actions are implemented to drive continuous improvement

Support the Head of HSEQ in delivering the organisation’s HSEQ strategy, governance framework, and assurance programme

Plan and conduct internal audits across the organisation, ensuring findings are clearly reported, corrective actions are implemented, and compliance is effectively monitored

Lead and coordinate external audits conducted by Go-Ahead Group and certification bodies (e.g. ISO 9001, ISO 14001, ISO 45001)

Work towards further ISO Standards, such as ISO 22301 (Business Continuity) and ISO 39001 (Road Traffic Safety)

Oversee the contractor safety management framework, ensuring contractors are appropriately assessed, competent, and compliant with legal, organisational, and RAMS requirements

Act as a key organisational contact for regulatory and enforcement authorities, supporting inspections, investigations, and regulatory compliance assurance

Liaise with Go-Ahead Group specialists, including the Go-Ahead Group Health & Safety Team (Bus) and Go-Ahead auditors
-
Support incident investigations where required, ensuring root causes are identified, and appropriate corrective and preventative actions are implemented

Undertake all regulatory and Go-Ahead Group reporting

Oversee the monthly HSEQ governance process, ensuring performance data is accurate, key risks are escalated, and senior leadership are provided with clear assurance on organisational HSEQ performance

Liaise with the relevant department manager(s) in respect of Public/Employee liability incidents and claims, supporting the investigations where required
-
Identify HSEQ-related training needs and implement training programmes where required
-
Hold regular meetings with department managers at their place of work, supporting them with their HSEQ-specific responsibilities

Attend external meetings as required, representing Go-Ahead Ireland’s HSEQ team
-
Direct management responsibility for the Health, Safety, Environment and Quality Officer (HSEQO)

Deputise for the Head of Health, Safety, Environment and Quality (HoHSEQ) as required

Other reasonable duties which are not mentioned above may be required to be undertaken
Knowledge and Skills Requirements:
Essential
-
A recognised professional qualification in Occupational Health & Safety (minimum Level 8 Diploma or equivalent)

A minimum of 5 years’ experience in a Health and Safety role
-
Proven experience in ISO management frameworks (including ISO 45001, ISO 14001, and ISO 9001), including maintaining certification
-
Auditing experience
-
Evidence of promoting a positive HSEQ culture to maintain and improve performance
-
Ability to manage and support multiple management systems, including health and safety, environmental, quality, and related assurance processes
-
Business and commercial awareness, ensuring advice is practical, pragmatic, and compliant with regulatory requirements
-
Full clean driver’s licence
Desirable

Practical experience of working in a health and safety role in the transport/engineering sector
-
Experience of working within an operational environment that operates on a 24/7 basis and/or a similar-sized operation
-
Experience in designing and delivering training courses
-
Internal or Lead Auditor qualification, or demonstrable experience conducting HSEQ, compliance, or operational audits within a regulated or safety-critical environment
-
Membership of a recognised professional body (e.g. IOSH, IIRSM, or equivalent)

Key General Responsibilities:

To act in a manner as to ensure the health, safety, welfare, environment and fire safety of yourself and others in the organisation as well as any clients and visitors.

Ensure that you and any guests to any company premises understand emergency and evacuation arrangements.

Ensure your working environment is maintained in a safe and tidy condition. To act proactively in identifying and any unsafe practices or safety risks in the organisation and reporting these through the appropriate channels.

Ensure adherence to all relevant company and Go-Ahead group company policies and procedures.
