Appointment will be made on Grade IV salary scale at a point in line with Government pay policy.

€36,470 to €56,018 LSI

Hours of work:

Full-Time - 35 hours per week

INTRODUCTION

The Procurement Function of Beaumont Hospital is responsible for ensuring the Hospital’s compliance
with national and European purchasing regulations, for conducting tendering competitions and for
implementing contracts and framework agreements.
The Supplies Department of Beaumont Hospital is responsible for managing the Hospital’s material
and supply requirements, for ensuring the prompt and reliable supply of all equipment and
consumables utilised by the Hospital and for safeguarding the timely delivery of vital supplies
throughout the Hospital’s wards and clinical areas.
Maintaining the accuracy of the Hospital’s catalogue of products is vital to ensuring (i) compliance
with the procurement regulations, (ii) the prompt delivery of medical products and consumables and
(iii) accurate cost reporting. The successful candidate will assist the Catalogue Supervisor in
maintaining Beaumont Hospital’s catalogue.

Responsibilities:

 Assisting the Catalogue Supervisor in sanitising the catalogue to remove duplicate and
inaccurate items.

 Amending the catalogue as directed to reflect amendments to prices and product description.

 Ensuring that price increases and catalogue amendments are uploaded in a timely manner.

 Cataloguing new items introduced to the Hospital following a tender process.

 Ensuring that catalogued items are attached to relevant contracts.

 Setting-up new suppliers, to include verifying evidence of tax clearance status and insurance.

 Communicating with internal and external stakeholders (including Hospital end-users and
external suppliers) in a professional and courteous manner.

 Ensuring a high level of communication within the Procurement Function and the Supplies
Department.

 Undertaking administrative duties related to all systems and procedures ultilsed within the
Procurement and Supplies Department (to include, but not limited to, GRNs, Supplier Portals,
requsitioning, stock management, etc.)

 Undertaking any other duties as reasonably directed by the Head of Procurement, the Deputy
Head of Procurement, the Supplies Manager and/or the Catalogue Supervisor.

Qualifications:

Mandatory

In exercise of the powers conferred on me by Section 22 of the Health Act 2004, I hereby approve the
qualifications, as set out hereunder, for the appointment and continuing as Assistant Staff Officer,
Grade IV in the HSE.

1. Professional Qualifications, Experience, etc

(a) Eligible applicants will be those who on the closing date for the competition:
(i) Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory
health agencies, or a body which provides services on behalf of the HSE under Section
38 of the Health Act 2004.

(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of
subjects in the Department of Education Leaving Certificate Examination, including
Mathematics and English or Irish1. Candidates should have obtained at least Grade C
on higher level papers in three subjects in that examination.

(iii) Have completed a relevant examination at a comparable standard in any equivalent
examination in another jurisdiction.

(iv) Hold a comparable and relevant third level qualification of at least level 6 on the
National Qualifications Framework maintained by Qualifications and Quality Ireland,
(QQI).Note1:

Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level
paper is not acceptable.

Candidates must have achieved these grades on the Leaving Certificate Established programme
or the Leaving Certificate Vocational programme.

The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability, including a high standard of
suitability, for the proper discharge of the office.

2. Age

Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within
the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A
candidate who is not classified as a new entrant must be under 65 years of age on the first day of
the month in which the latest date for receiving completed application forms for the office occurs.

3. Health

Candidates for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.

4. Character

Candidates for and any person holding the office must be of good character.

Desirable Criteria

 The successful candidate will possess demonstrable experience of the Integra Finance System
or equivalent.

 The successful candidate will possess demonstrable experience of having worked with a highvolume supply catalogue, to include amending price information.

 The successful candidate will possess demonstrable experience of having worked in a highvolume data entry position.

 The successful candidate will possess a demonstrable ability to work independently to a high
standard.

 The successful candidate will possess excellent verbal and written communication skills.

 The successful candidate will possess strong attention to detail.

 The successful candidate will be fully IT-literate and will be comfortable using Microsoft
Outlook, Excel and Word.
