Full job description

The Gallery wishes to recruit a Health, Safety and Wellbeing Manager in the Operations Department. The Health, Safety and Wellbeing Manager is responsible for developing, implementing, and enforcing policies to ensure a safe, compliant workplace while promoting employee physical and mental wellbeing.

Reporting to the Head of Operations or their nominated deputy the Health, Safety and Wellbeing Manager will:

Design and lead a proactive, organisation-wide health & safety program aligned with project agreements and legal obligations.
Develop and maintain the organisations Health & Safety policies, procedures, and operating standards in line with statutory requirements.
Create, review, and update the Health & Safety Management Plan for internal and external stakeholders.
Conduct regular risk assessments and implement safety protocols, including method statements and safe work procedures.
Manage and maintain comprehensive Emergency Evacuation Procedures.
Management of health and safety training to staff, contractors, and stakeholders.
Oversee and maintain the Safety Statement, conducting annual reviews.
Organize and lead regular Health & Safety meetings.
Drive a positive safety culture across all departments and events.
Prepare and manage all required H&S documentation for events, exhibitions, and contractor activity.
Be responsible for designing and implementing an employee well-being programme tailored specifically to the needs of our people.
Identify, design and implement health & safety training and development needs for staff.
Act as the Gallerys Safety Officer and risk owner for all health and safety matters.
Lead on promoting work-life balance initiatives across the Gallery.
Manage all health & safety incidents, ensuring all matters are documented, reported and investigated in line with legislation and best practice.
Liaise with other department managers, with State Claims Agency, Health and Safety Authority and other key stakeholders to ensure effective health & safety for all staff and visitors of the Gallery, ensuring we enhance the Visitor experience.
Monitor for health & safety and fire safety management compliance and provide timely reporting on Health & Safety Key Performance Indicators (KPIs) to relevant stakeholders, to ensure Gallery management are informed and have information required for effective decision-making.
Manage the allocated budget for the area in line with Gallery policies to ensure good governance and sound financial management.
Manage any other issues which may arise that are relevant to the role.

The successful candidate will have:

Relevant Health and Safety qualification
Minimum 5 years experience in a health and safety management role, preferably in events or complex operations environments
Relevant experience at management / supervisor level in a similar role is essential.
Proven track record of delivering and promoting employee well-being programmes.
In depth knowledge of safety management systems and standards.
Good project management and IT skills.
Good supervision, team building and leadership skills, with a willingness to motivate and develop staff.
Experience designing and presenting health, safety and wellbeing training.
An ability to build and maintain strong working relationships with internal and external stakeholders.
Experience developing and delivering employee wellbeing programmes.
Sound problem solving, judgement and decision making skills.
Excellent verbal and written communication skills.
Strong organisation, administration and time management skills, with an ability to prioritise tasks to meet deadlines.
Good IT skills (Microsoft Office).
A willingness to work independently and on own initiative.
It would be desirable to have experience of:

o Museum or similar cultural environment;

o Public sector environment.

Citizenship Requirements

Eligible candidates must be:

1. A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein, and Norway; or

2. A citizen of the United Kingdom (UK); or

3. A citizen of Switzerland, pursuant to the agreement between the EU and Switzerland on the free movement of persons; or

4. A non-EEA citizen who has a Stamp 4 permission or a Stamp 5 permission.

Please note: A 50 TEU permission, which serves as a replacement for Stamp 4EUFAM after Brexit, is considered equivalent to Stamp 4.

To qualify candidates must be eligible by the date of any job offer.

Job Details and Application Information

Grade and Salary:

The salary for this position will be in accordance with the Higher Executive Officer (HEO), as per the 1 June 2026 pay adjustments. The salary scale for this position is as follows:

60,029 61,785 63,537 65,286 67,044 68,792 70,547 73,077 LSI1 76,546 LSI2

The starting salary will be at the first point on the scale, 60,029 per annum, or on a higher point of the scale, as appropriate to the successful candidate, if appointed from an existing public sector role (in accordance with Circular 08/2019).

Candidates should note the National Gallery of Ireland complies with Department of Public Expenditure and Reform regulations and guidelines on Public Service pay and conditions of employment.

Annual Leave:The successful candidate will be entitled to 29 days of annual leave pro rata.

Superannuation: The successful candidate will be placed on the public sector pension scheme.

Benefits: The Gallery provides staff the opportunity to participate in the tax saver and cycle to work schemes.

Duration: Permanent

Working hours: Full time, 5 days a week 35 hours per week (net of breaks). Please note, flexibility is required and the successful candidate will be required to work occasional early mornings, late evenings and weekends.
