Slaintecare and Reform of the Irish Health Service
Sláintecare signals a new direction for the delivery of health and social care services in Ireland with the potential to create a far more sustainable, equitable, cost-effective system and one that delivers better value for patients and service users. At its core, the strategy focuses on establishing programmes of work to move to a community-led model, providing local populations with access to a comprehensive range of services at every stage of their lives. This will enable our healthcare system to provide care closer to home for patients and service users, to be more responsive to needs and deliver better outcomes, with a strong focus on prevention and population health improvement. To achieve this, new ways of working, including change culture will be required in the strive to deliver enhanced patient-centered and integrated care.

HR is committed to building capacity for change and addressing the people and culture priorities that impact the organisation on an integrated basis. Human Resources (HR) provides strategic and operational support, direction, advice, and interventions to all areas of the health service, recognising that all staff throughout the system are key to the delivery of excellent people capability and ultimately patient and service user outcomes.
The implementation of the Health Services People Strategy 2025-2028 supports the development of current and future health and social care leaders. Our shared purpose is to deliver safer better healthcare and staff and public value and collectively support the significant reform and change agenda in Ireland, particularly in light of the objectives of Slaintecare.

Health Regions Implementation

The Health Regions Implementation involves the internal reorganisation of the HSE into six operational regions with responsibility for the planning and coordinated delivery of health and social care services within their respective defined geographies. While the full implementation will be a multi-year journey, the Health Region approach was stood up in March 2024 and will continue to progress throughout 2025 and 2026. These new arrangements aim to improve the health service’s ability to deliver timely integrated care to patients and service users, care that is planned and funded in line with their needs at regional and local level. Integrated care is where services, funding, and governance are co-ordinated around the needs of the patient, encompassing both acute and community care.
HSE Health Regions will ensure the geographical alignment of hospital and community healthcare services at a regional level, based on defined populations and their local needs. This is key to delivering on the Sláintecare vision of an integrated health and social care service. As well as enabling the integration of community and acute care, Health Regions aim to empower local decision-making and support population-based service planning.

HSE SW
HSE SW was formally established on 3rd March 2025. The Regional Health Authority of HSE SW replaced the previous South-South West Hospital Group and Cork-Kerry Community Healthcare structures. HSE SW provides health and social care services to a population of in excess of 700,000 across Cork and Kerry. Service are delivered through three Integrated Health Areas – Cork South and West, Cork North and East and Kerry. Cork University Hospital is aligned to IHA Cork South and West.

The region's priorities include improving access to services maintaining quality and safety, reducing waiting times for acute and community services, and supporting public health and well-being. HSE SW is committed to building a health service of which our community can be proud. To deliver on this commitment the HSE SW lives the HSE Values of Care, Compassion, Trust and Learning through our Integr8 commitments.

Digital technologies offer significant potential to transform healthcare, improving access, quality, and cost-efficiency. Empowering staff with digital tools and skills to deliver better healthcare is the cornerstone of transformation in the SW region especially in todays face-paced digital era. The HSE’s Digital for Care 2030 is the Framework sets out a roadmap to digitally transform health services and provides a strategic and innovative plan to advance key Sláintecare programmes.

The Office of the Regional Director of Technology and Transformation (RDTT) was stood up in October 2026 when the current director took her post. The RDTT plays a crucial role in leading the digital transformation of health and social care services. Key responsibilities include:

Implementing Digital for Care: This is a digital health framework aimed at enhancing patient outcomes through technology.
Driving Technology-Enabled Service Transformation: The director is responsible for ensuring that technology solutions align with national policies while meeting local healthcare needs.
Collaborating with Local Leadership: The director works closely with regional executive teams and national technology leaders to ensure effective digital integration.
Ensuring Safe and Effective Care: The director oversees the implementation of technology that supports safe and effective care for patients and staff.
Keeping the ‘digital lights on’ in the region: The director is responsible for keeping the lights on currently in the region.

This role is essential for shaping the future of healthcare delivery in the South West region of Ireland.
