Job summary

The Project Assurance Officer is responsible for supporting the commercial performance of large-scale Solar PV projects. They work closely with our Commercial Sales and Operations teams who are designing, planning and executing large solar PV installations for industrial and private enterprises in Ireland. The Project Assurance Officer will ensure projects are delivered within approved budgets, agreed scope, and required quality standards. Acting as a key link between Commercial Sales, Operations, Finance, Procurement, and Project Delivery teams, the Project Assurance Officer provides commercial oversight throughout the project lifecycle.

The role combines elements of project cost control, quantity surveying, contract administration, and project governance to ensure strong financial performance, effective risk management, controlled project variations, and high-quality delivery outcomes.

The Project Assurance Officer will play a critical role in protecting project margins while supporting transparent reporting and informed business decision-making, ensuring projects are delivered within budget, project scope is clearly defined and controlled with all variations documented, high-quality workmanship is verified through systematic inspections, and reporting remains accurate and transparent to enable effective decision-making.

Responsibilities

Cost Management: Prepare, monitor, and update cost plans, budgets, and forecasts; track expenditure against approved allowances; identify cost risks, opportunities & margin impacts.
Scope Control: Ensure works align with the agreed scope; assess change requests; evaluate and advise on cost and programme implications; maintain a clear record of variations.
Site Inspections: Conduct regular site visits to verify workmanship, materials, compliance with specifications, and adherence to statutory requirements
Valuations & Payments: Prepare and review interim valuations; certify completed works; ensure claims reflect actual progress and contractual terms.
Risk & Compliance: Identify technical, commercial, and programme risks; ensure compliance with building regulations, health and safety standards, and employer’s requirements
Reporting: Produce detailed site reports, cost updates, and risk assessments; communicate issues promptly to project managers and stakeholders.
Contract Administration: Support administration of contracts; review contractor submissions; ensure documentation is complete and accurate.
Quality Assurance: Verify that materials and workmanship meet required standards; flag defects; oversee corrective actions
Stakeholder Coordination: Liaise with DPC, contractors, and client representatives to maintain alignment on scope, cost, and quality.

What we are looking for?

Education

Degree or equivalent experience in Quantity Surveying, Construction Management, or a related discipline.
Additional training or certification in site inspection, quality assurance, or building regulations is advantageous.

Industry Experience

3+years’ experience in a project finance, cost control, quantity surveying or commercial analysis role
Experience in construction, energy, engineering, or infrastructure projects is a strong advantage

Technical Expertise

Strong understanding of construction methods, materials, and quality standards.
Proven experience in cost planning, estimating, measurement, and valuation.
Ability to interpret drawings, specifications, and contracts.
Excellent communication and reporting skills.
Competence in digital measurement tools and cost management software
Professional membership desirable (eg. SCSI, ICWI, Engineers Ireland)
Responsible for overall budget of commercial solar projects
Works closely with Commercial Sales and Operations to achieve strong installed margin, consistent with sold margin
Supports central finance function and business leadership with project finance reporting

Soft Skills

Strong attention to detail and high level of accuracy
Analytical mindset with the ability to interpret and present financial data clearly
Excellent organisational and time management skills
Strong communication skills with the ability to work cross-functionally
Proactive and solution-oriented approach
Ability to manage multiple projects and priorities simultaneously
