Salary: €83k-€87k (Salary commensurate with suitable Qualification and Experience)
Contract Hours: 36-hour per week.
Contract Duration: Fixed Term leading to permanency.
Annual Leave Entitlement: 25 days per annum, rising to 28 based on service.

ROLE & PURPOSE:
It is the policy of the IM to have in place emergency plans to ensure the effective response and management of emergencies. This includes all types of foreseeable situations such as major rail accidents, office fires, network computer failures, terrorist attacks, industrial accidents, or outbreaks of disease epidemics.
The Emergency Planning & Response Manager will endeavour to ensure that the IM has emergency plans and response arrangements in place that align with the requirements of IM-SMS, and that reflect good practice in emergency management from both within and outside the rail industry.
To be the IM lead in development of emergency and response planning to ensure through regular review that the IMs plans remain current with industry best and changing practices.
To co-ordinate the IM’s emergency planning and response arrangements through consultation and cooperation with Railway Undertakings, Capital Investments and any other IM which has an interface / boundary with IE IM, to ensure alignment of emergency planning and response across all stakeholders.
To be the IMs representative / point of contact in building relationships with the emergency services to facilitate co-ordinated, and effective emergency response planning.
To supply the emergency services with all relevant and current information to allow preparation in advance for their emergency response and at the time of the emergency.
To maintain and update the IM Emergency Response Handbook ensuring compliance with European and Irish legislation, and adoption of new identified good practice emergency planning or response measures.
To conduct and manage credibly realistic emergency response exercises for IM Departments.
To conduct and manage joint emergency response exercises involving the IM and Railway Undertakings or Capital Investments, other IM’s.
To support IM Departments in ensuring the IM’s Fire Safety arrangements on its premises meet with legislative requirements and enable effective and prompt emergency evacuation when required.
To provide advice on emergency planning and response arrangements, as appropriate to the nominated Emergency Director and his principal officers in the event of a need to establish a Strategic Command Centre in response to a major incident occurring.
To liaise and collaborate with the IM Procedures Manager to ensure, as appropriate, that any existing or new working procedures reflect the current best practice in emergency response where required.
To monitor and brief learnings from both national and international relevant emergencies to the IM Senior team.
To help foster a culture of emergency preparedness, and continuous improvement towards emergency management within the IM.

KEY QUALITIES:
Essential
Primary or Masters Degree in Emergency Management, safety engineering, transportation, or related discipline.
Experience in emergency management or crisis management. Preferably in the rail, transportation, Pharmaceutical or Energy industries.
Demonstrated leadership experience in a high-pressure environment, including managing teams during emergencies.
Experience in developing and implementing emergency plans.
Effective communication and interpersonal skills.

RESPONSIBILITIES
Develop and maintain comprehensive emergency response plans in line with industry regulations and best practices.
To drive the development of emergency planning and response management / systems within the IM, that also compliment or influence the emergency plans of Railway undertakings, Capital Investments, or other rail stakeholders.
Co-ordinate and organise regular emergency exercise drills both for IM only and in conjunction with Railway Undertakings, Capital Investments, and other Stakeholders.
Chair quarterly emergency management forums with stakeholders.
To actively drive engagement and relationship building with the emergency services including building their participation in national and or local emergency exercises to assist in enabling operational readiness in the event of an emergency occurring.
To represent the IMs emergency management interest at meetings concerning the planning of special large public events: Bray Airshow, Aviva Stadium Events, Malahide summer concert season refers etc.
To undertake a risk management driven review of IM location specific emergency evacuation procedures, to ensure a consistent, and systematic documented approach to evacuation processes is applied. Including ensuring the provision of appropriate equipment and resources is in place to effectively support evacuations.
To manage and monitor the update of the IMs Policy and Principles for Emergency Response to ensure the standard remains current with legislation and industry good practice.
To maintain and update the IM Emergency Response Handbook ensuring compliance with European and Irish legislation, and adoption of new identified good practice emergency planning or response measures.
To lead the development of a secondary Emergency response Handbook that deals with lesser emergencies than those considered in the current Emergency Response Handbook.
To provide support and specialist knowledge to the IM in respect of emergency planning and response management.
To support the continuous improvement of severe weather / environmental impact response protocols.
To support the IM Safety Team to provide an excellent customer experience to their internal customers.
