Job Description
The Health and Safety Advisor will form part of the HSQ team within the Health and Safety function, ensuring the highest standards of health and safety are adopted.
The role holder plays a pivotal role in assisting and supporting the Health and Safety Lead, advising on overall compliance in matters of health and safety in accordance with company policies and relevant statutory provisions. The role holder ensures that corrective actions are implemented effectively, and that all necessary quality paperwork is completed and adheres to regulatory standards.
The Health and Safety Advisor will act as a source of expert technical advice, providing assurance, ensuring compliance, and carrying out due diligence on matters relating to health and safety to ensure that the programme is delivered safely.
Principal Accountabilities

Support the delivery of health and safety delivery standards and the compliance requirements for all project activities

Perform regular inspections and audits to ensure compliance with health and safety standards and project specifications.

Support the implementation of a safety management system that takes a systematic approach to managing safety, including organisational structures, accountabilities, policies and procedures and is based on the principles a “plan, do, check, act” approach for ensuring the effective planning, organisation, control, monitoring and review of safety measures

Support the development of a strategy and plan to update and develop the health and safety systems, controls, processes and procedures, bringing the best of industry practice and lessons learned, to provide a health and safety system which is fit for purpose, agile and robust in the delivery of the programme.

Monitor the programmes health and safety management plan and ensure it is fully and correctly implemented.

Ensuring the delivery of necessary health and safety paperwork required for each type of works.

Performing Health and Safety Inductions, Workshops, Lessons learnt implementation and workshops, Briefings and / or other relevant forums and events to ensure the compliance of the health and safety management plan.

Assist the Health and Safety Lead in implementing and maintaining the project's health and safety management system (RAMS).

Review and approve health and safety-related documentation, including inspection, and Risk Assessments and Method statements.

Facilitate training and raise awareness among project staff on health and safety standards, procedures, and best practices.

Communicate with project stakeholders, including contractors and suppliers, to ensure health and safety requirements are understood and met.

Track and report on health and safety performance metrics and trends to the Health and Safety Lead and project management team.

Identify opportunities for continuous improvement in health and safety processes and practices and support their implementation.

Assist the Health and Safety Lead in their duties.

Perform additional tasks, activities or other duties as may be required or assigned as part of the role.
Experience:
-
5 years’ experience managing project safety and environment requirements across the project lifecycle through to completion in high value light rail projects or projects of a similar scale / complexity is desirable
-
Experience working with Irish Government Regulation governing construction health and safety including the Safety, Health and Welfare at Work (Construction) Regulations 2013
-
In-depth knowledge of relevant health and safety standards and industry-specific regulations and codes of practice is essential.

Proven track record of developing health, safety and welfare strategies
-
Knowledge of quality management and process improvement practices and systems is desirable, preferably within the construction sector
-
Ability to assist in the implementation and maintenance of health and safety management systems and ensure compliance with project specifications.

Strong ability to communicate with stakeholders, including contractors and suppliers, to ensure health and safety requirements are understood and met.

Experience in providing training and raising awareness on health and safety standards and best practices among project staff.
-
A track record of identifying opportunities for continuous improvement in health and safety processes and practices.

Proficiency in reviewing and approving health and safety related documentation
-
Understanding of safety and compliance requirements specific to light rail projects or projects of a similar scale / complexity.

Tangible experience of driving best practice in technical activities, processes, policies and standards

In-depth understanding of the design and delivery requirements of technically complex projects in the architectural / engineering / construction sectors.

Ability to coordinate and organize multiple sources of reporting inputs / performance data and deliver project / programme reports as required

Ability to govern and drive outcomes to ensure high quality service
Qualifications
-
A level 4/5 qualification in a relevant field such as, ‘Occupational Health and Safety’, or a related discipline.
Desirable:

NEBOSH Certificate and preferably have or working towards Health and Safety Diploma level.

Safe Pass

Teaching qualification desirable but not essential.

Formal auditor training course- ISO 45001
-
Chartered Member of IOSH (or equivalent) and/ or working towards
