Offaly County Council is seeking a highly motivated Clerk of Works to join its dynamic Regeneration Team. In this vital site-based role, you will supervise and inspect construction and public realm works for a diverse portfolio of capital projects—including town centre renewals, building refurbishments, and heritage-led regenerations.
Reporting to senior engineering and regeneration officers, you will ensure all projects are delivered safely, to specification, on schedule, and in full compliance with building and health & safety regulations.
Site Supervision: Carry out regular site inspections before, during, and after construction to monitor quality and workmanship.
Compliance & Safety: Ensure strict compliance with Building Regulations, Planning Permissions, Safety Management Systems, and BCAR obligations.
Records & Reporting: Keep precise works records, measure/record contract variations, and write clear, concise technical reports.
Stakeholder Liaison: Act as a key point of contact on-site, collaborating with contractors, consultants, utility providers, and community groups.
To be considered for this role, candidates must meet the following criteria by the closing date:
A degree in Engineering or Architecture.
A National Certificate / National Diploma in Construction Studies or Civil Engineering.
Membership in the Institute of Clerk of Works of Ireland.
A full course/Technological certificate in building (issued by the Dept of Education) OR satisfactory supervisory experience in building and civil engineering work.
Adequate experience supervising capital works, construction sites, and public realm projects.
Strong technical ability to interpret architectural/engineering drawings and understand engineering survey principles.
Solid working knowledge of Health & Safety legislation, Building Regulations, and contract processes.
Driving Licence: A full, clean Class B driving licence (and access to a car for work duties).
SafePass: A valid SafePass card (or willingness to complete the course).
Citizenship: Eligibility to work in Ireland (EEA/UK/Swiss citizen or valid Stamp 4 visa).
