About the Financial Crime Compliance Manager role
We have an exciting opportunity for an experienced Financial Crime Compliance professional to join our Compliance team. This is a second line of defence (“2LOD”) role, reporting directly to the Head of Financial Crime Compliance and MLRO, and is classified as a CF2 role under the Central Bank of Ireland’s Fitness and Probity Regime.
The successful candidate will have demonstrable experience operating within a 2LOD Financial Crime Compliance function in regulated financial services. They will be responsible for independently leading and delivering financial crime compliance workstreams, while also managing, supporting and developing members of the team.
A key aspect of the role will be interpreting applicable legislation, regulations and regulatory guidance and translating these requirements into clear, practical advice for the business. The role holder will assess how regulatory requirements apply to the firm’s products, services and activities and will support the business in implementing proportionate and effective controls.
Experience within investment banking, or practical experience of financial crime compliance risks relating to investment banking products and services, would be desirable but not required.
FC Compliance Manager Accountabilities include:
Support the MLRO in the development and delivery of the Financial Crime Compliance Programme and collaborate with the wider Compliance function in delivering the annual Compliance Plan.
Manage the delivery of AML and financial crime compliance activities within agreed timelines, metrics and budgets, ensuring that work is completed in accordance with applicable methodologies and standards.
Read, analyse and interpret relevant legislation, regulations, regulatory guidance and industry standards, and assess how these requirements apply to the firm’s products, services, customers and business activities.
Translate regulatory requirements into clear, practical advice, policies, procedures and control enhancements for stakeholders across the business.
Provide effective 2LOD oversight and constructive challenge across the firm, including identifying compliance issues, advising on proportionate remediation and monitoring actions through to completion.
Support regulatory engagements and prepare clear, accurate and timely reporting for senior management and relevant senior committees and forums.
Oversee outsourcing and outsourced service provider arrangements from a financial crime compliance perspective, where applicable.
Manage, support and develop the team by allocating work effectively, setting clear expectations, monitoring delivery and fostering a culture of trust, accountability and continuous improvement.
Prioritise and progress multiple workstreams with an appropriate level of independence, escalating significant risks or issues to the Head of Financial Crime Compliance and MLRO where required.
Qualifications and Experience:
Essential
A minimum of four to six years’ relevant experience in Financial Crime Compliance ( in a second line of defence role) within regulated financial services .
Demonstrable experience managing or supervising a team, including allocating work, monitoring delivery, providing guidance and supporting team development.
Proven ability to independently plan, manage and deliver financial crime compliance workstreams within agreed timelines and standards.
Tangible experience reading and interpreting legislation, regulations and regulatory guidance and applying those requirements to financial products, services, customer journeys and business processes.
Strong knowledge of the financial crime regulatory environment applicable to the firm, including the practical implementation of AML and related financial crime requirements.
Experience identifying, assessing, mitigating and monitoring financial crime compliance risks.
Experience managing compliance activities such as regulatory reporting and correspondence, compliance monitoring, regulatory horizon scanning, and the development and implementation of compliance frameworks.
Ability to explain complex legal and regulatory requirements clearly to stakeholders who may not have a compliance or legal background.
Strong communication and stakeholder-management skills, with the ability to provide constructive challenge and influence stakeholders at an appropriate level.
Desirable
Experience working in, or providing 2LOD Financial Crime Compliance oversight of, an investment banking business, including an understanding of the financial crime risks associated with relevant products, services and transactions.
Experience of outsourcing and outsourced service provider oversight.
A third-level qualification in business, law or a related discipline.
An ACOI qualification or other relevant professional qualification.
