Business Manager (Medical Clinical Directorate)

Permanent Contract. Part Time (0.5 WTE) Hours.

This role is aligned to the HSE Pay Scale of Clerical Officer Grade VIII.

(Under the Governance of Mercy University Hospital Cork CLG.)

Mercy University Hospital (MUH)

Located in the heart of Cork City, MUH is a voluntary, general, acute hospital catering for both public and private patients. The hospital provides approximately 325 beds and offers a wide range of specialities which provide in-patient, day patient, outpatient and emergency services open 24 hrs.

Purpose of the Post:

Clinical Directorate Business Managers work closely with the Clinical Director and Senior Nurse Lead (Assistant Director of Nursing) from their particular directorate to oversee and deliver all planning, project and business management requirements associated with the directorate.
They provide advice, guidance, information on service planning, co-ordination and management of activity and resources within the hospital.

The core remit includes:

Support the Directorate in the management of its human, capital, and financial resources and in its delivery of operational functions across the Directorate.
Compilation of performance and activity reports and dissemination to the Directorate Team. This will include statistical analysis and compilation of key activity and performance reports for the directorate services. Whilst identifying / promoting clinical services for development per standard business planning processes.
Support the development and implementation of policies and procedures across the Directorate.
Support the Directorate through the standard HSE approach to business case development for service improvements and enhancements.
Implement hospital strategy to support both National and Regional Clinical Strategy.
Promote an awareness throughout the Hospital of the primacy of the patient in relation to all hospital activities.
Develop administrative systems, planning, performance management and assurance processes within the Directorate.

Principal Duties and Responsibilities:

Work collaboratively with the Clinical Directors, Clinical Leads and Heads of Department in the service lines to ensure smooth and effective delivery of hospital services.
Contribute to the development and delivery of the wider Hospital strategic objectives.
Develop effective planning and control systems to ensure resources are secured, deployed, and managed effectively within their area of responsibility providing managerial leadership for operational service delivery.
Promote a culture of personal responsibility where staff are supported to deliver and be held accountable for performance and delivery.
Ensure effective service delivery of care pathways and implementation of new policies and procedures.
Promote and effect a continuous quality improvement environment for the surgical directorate in accordance with existing and future regulatory requirements.
Provide full information to the Clinical Directors and Senior Nurse Lead on all key performance indicators through regular updates reporting proactively on any areas of concern.
Manage and provide the relevant information on all the required key performance indicators.
Develop business cases and project plans, new policies and procedures, consultation papers as required.
Ensure that robust, effective, and compliant programme governance arrangements are implemented and maintained.
Build and maintain relationships with all external stakeholders and promote Mercy University Hospital future service opportunities.
Support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Eligibility Criteria - Qualifications and/or Experience:

Level 8 Degree or higher in Business, Management or related Healthcare management field.
Minimum 5-7 years' experience in a senior role in people management, project management or service / performance management.
Experience of developing and applying agreement and performance tracking structures, such as KPI's, SLA's, Contracts, etc
Highly developed knowledge of managing multi-disciplinary professional teams.

Eligibility Criteria - Skills, Competencies and/or Knowledge:

Robust knowledge of the working of the wider healthcare system in Ireland
Knowledge and application of key policies and procedures to include access to services, Health and Safety, HR Guidance and Governance etc.
Knowledge of the health service including a good knowledge of HSE reform and the Health Services People Strategy.
In-depth knowledge of hospital clinical & non-clinical and business processes with a strong emphasis on demand capacity management, cost efficiency and effectiveness and lean processes.
Strong working knowledge of quality and safety systems as they apply to a healthcare setting.

This post is offered on a 5/7 day roster basis. The standard working week is 17.5 hours, which may be scheduled over any five days in a seven-day period (Monday to Sunday) in line with service requirements.
