Job Purpose
The Clinical Nurse Manager 3 (CNM3) plays a pivotal role within the multidisciplinary team and has a central role in the management, planning, coordination and development of nursing services across the oncology/haematology specialist areas, including the Oncology Day Unit, the inpatient Oncology/Haematology Ward , Radiotherapy department and Clinical Nurse Specialist (CNS) services.
A key responsibility of the role will be to ensure that the Oncology Day Unit, the inpatient Oncology/Haematology Ward and Clinical Nurse Specialist (CNS) services function as an integrated nursing service, supporting seamless transitions across the oncology/haematology pathway and delivering care that is responsive, equitable, evidence-based and focused on the individual needs of each patient.
This will involve providing professional leadership to nursing staff at all levels, providing professional advice and contributing to the development, implementation and evaluation of nursing policy and strategy. The post holder will ensure the achievement of agreed nursing objectives and will proactively develop nursing roles and specialist nursing services in accordance with the needs of patients and the evolving requirements of oncology services.
The CNM3 will work collaboratively with nursing, medical, allied health, pharmacy, administration and other relevant stakeholders to promote integrated multidisciplinary working, optimise patient pathways and support the delivery of high-quality oncology/haematology services. The post holder will identify opportunities for service innovation, quality improvement, with particular focus on enhancing access, patient flow, continuity of care, clinical outcomes and patient experience.

Develop and implement Oncology/Haematology services annual plan.

Collaborates and works with ADON colleagues in leading on the development and implementation of nursing aspects of the hospital's strategy

Provides advice as required on nursing and patient experience issues, in accordance with local and national policy

Act as an accountable role model through the provision of professional leadership and demonstration of best practice in oncology/haematology.
- Act as a specialist resource in providing oncology nursing knowledge, consultancy and expertise to hospital management, nursing and all healthcare personnel and relevant stakeholders.

Responds to the direction/lead of the Director of Nursing and Quality and works in collaboration with him/her on all professional nursing issues and across the hospital as required

Works effectively with Consultant colleagues, ADON colleagues, Service Managers and Allied Health Professionals to design and implement innovative methods of service delivery to promote improved patient care and a more responsive service ensuring patient and public involvement is an integral part of service development
Leadership

Leads the senior nursing team in the assigned areas of responsibility, which promotes leadership attitudes and clinical leadership capability

Develops and implements a strategy for the growth

Works in partnership with the Consultant Oncologists/Haematologists in balancing the challenges of providing high quality, safe services, with excellent outcomes and in a way that delivers efficiencies and meets the expectations of patients and the public

Undertakes regular performance reviews of staff and overseeing personal/professional development plans

Collaborates and works with ADON colleagues on the review of workforce plans for Nursing and on Nursing staffing level reviews
- In collaboration with senior nursing team manage absenteeism
- Establish and maintain appropriate staffing levels and skill mix affecting service needs. This will include playing an active part in the recruitment and selection process for the nursing team.

Provides mentorship, coaching, supervision and shadowing opportunities to individuals in order to support their development

Ensure that policies, protocols and guidelines cancer nurse services are developed, implemented, evaluated and comply with best practice.

Collaborates with other staff in key leadership roles to support the achievement of the organisation's strategic financial and operational goals

Takes responsibility for issues outside immediate sphere of responsibility as required

Represent the hospital at professional meetings and conferences

Provide cover and representation for ADON as required
Quality Improvement and Risk Management
-
Ensure that there is compliance with all relevant Hermitage Medical Clinic guidelines, policies, procedures and relevant legislation and regulatory requirements. This includes responsibility for dealing with regulatory or professional bodies and inspections.
- Encourage continuous review and evaluation of policies, guidelines and existing practices through regular audit programmes and review engaging with the multi-disciplinary team where required.

Promote a culture of continuous quality improvement across the department involving the team in continuous improvement initiatives and encouraging innovation.

Set and monitor core objectives, standards and key performance indicators for the service and monitor performance against these standards through internal and (where applicable) external audit.

Lead out on the requirements of the hospitals accreditation process.

Participate fully in the requirement of the hospital's risk management programme.

Promote the delivery of a high standard of care to all patients. Encourage evidence-based practice and assist in the dissemination and implementation of research findings.

Work with members of the Multidisciplinary team in devising Standard Operating Procedures for the development of the Unit.

Provide clinical nursing leadership in proactively addressing ethical and quality of service issues with multidisciplinary team members and hospital management.

Develop a culture of safety, promoting positive reporting of incidents and near misses; investigate and take remedial action on incidents or near misses involving patients and staff according to hospital policies, protocols and guidelines

Collaborate and works in partnership with the Consultants, MDT and ADON colleagues to ensure there is a framework for measuring clinical outcomes and KPI's (incl Audit) and to agree actions
- Build relationships with staff, peers and colleagues across hospital sites to facilitate interdisciplinary programs aimed at improving patient outcomes such as the National Clinical Programmes

Work in partnership with the Consultants, Clinical Services Managers, Operations Managers and ADON colleagues on the preparation for any external quality assessments

Understand patient demand and capacity across the hospital

Lead on risk management related to oncology nursing and control to ensure full compliance with internal and external governance and best practice requirements for the hospital

Work in partnership with the Consultants, the Director of Clinical Governance and the Director of Nursing and Quality in conducting investigations into complaints, adverse incidents and providing written responses to formal complaints as required

Participate in undergraduate, post graduate programmes, hospital induction and mandatory education programmes as requested
Patient Experience

Works in partnership with the Clinical Services Managers and ADON colleagues on the development, monitoring and evaluation processes by which public perceptions of the service can be measured and incorporated into service development and improvement

Delivers improvements in patient experience through making the patient central to all activities and "championing" the patient experience with kindness and compassion

Leads on ensuring compliance with JCI, Safer Better Healthcare standards and NCCP guidelines.
Learning and Education

Provides support and advice to ensure that there is an appropriate and effective correlation between service and training needs for both inpatient and outpatient oncology nursing services

Advise on, participate in and evaluate programmes of education to meet the needs of all healthcare staff.

Demonstrate vision, innovation and flexibility in promoting research/evidence based practice and in developing awareness/education programmes for staff.

Participate in relevant in-service education and study days for all healthcare staff.

Develop, participate in and evaluate programmes of education in pre-registration, induction and continuing education programmes.

Undertake continuing professional development, availing of formal and informal educational opportunities thus ensuring continuing credibility amongst nursing, medical and allied health professionals
- Maintain an awareness of current developments and research in oncology nursing practice by reading relevant literature and attending seminars and conferences.

Conduct nursing research relevant to speciality with support from the nurse practice development officer and act as a change agent in implementing research findings

Implement research findings so as to ensure oncology nursing practices are in line with current legislation and evidence based best practice to and ensure quality and safe patient care and outcomes.
Essential Criteria
Knowledge / Experience
-
Be registered in the general division of the Register of Nurses maintained by NMBI
-
7 years post-registration experience in the Acute hospital setting within the last 9 years
-
Minimum of 4 years management experience at CNM II level in speciality within the last 7 years
-
Completed a Management Course or Commitment to undertake a relevant Course
-
Completed PG Dip in Oncology Nursing.

Relevant Degree or Master's Degree.
