Role Profile

We have an exciting new opportunity in SEAI for a Project Management Office (PMO) - Programme Manager in the IT Department which is part of the Corporate Services Directorate.

The IT Department provides support across all aspects of SEAI operations, with teams focused on several areas: IT Project and Business System Programmes (PMO), Enterprise Architecture, Data Governance, IT Operations including IT Helpdesk, IT Governance, IT Change Management, and Cyber and Information Security.

Reporting directly to the Chief Information Officer (CIO), the successful candidate will be responsible for leading and managing the PMO structure of the ICT department. You will be responsible for managing:

Vendor relationships;
Internal stakeholder relationships.
IT PMO processes are followed.
Support Internal stakeholders through the Project management processes.
Support IT Budget reviews, and IT Internal demand and capacity.

The successful candidate will also support business stakeholders and the IT team by ensuring that IT governance requirements are met, and by contributing to the ongoing development of the Mature IT PMO function (Finalist of PMO of the year 2022 by the PMI).

This position will play a key role in the IT Department and the wider SEAI. The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI's ambitious IT Strategy and customer centric digital services.

Essential Requirements

The successful candidate must be able to demonstrate:

A degree (minimum Level 8 on the NFQ or higher) in IT, Information Systems, Computer Science, Project Management or other relevant discipline.
Relevant professional project management certification (i.e. PMP).
A minimum of 6 years directly relevant experience in a PMO managing Large Integrated Enterprise IT system delivery projects/programmes.
Experience creating and monitoring governance standards and best practices for a PMO.
Experience delivering projects / programmes within an ICT multi-vendor model, and management of vendors interdependencies.
Experience in stakeholder management involving a diverse range of internal and external stakeholders with complex interdependencies.
Proficiency in project management tools (e.g. ClickUp).
Demonstrated understanding of project management methodologies and frameworks (Agile, Waterfall), with the ability to embed principles into the delivery process.
Strong communication (verbal and written) skills with the ability to communicate complex business and technology concepts to technical and non-technical audiences.

Desirable Requirements

Experience in delivering Microsoft based systems.
Experience in delivering large integrated systems.
Knowledge/Experience of working in the Public Sector.
Proficiency in the Irish Language.
Experience or knowledge of delivering positive customer experiences.

Eligibility to Work

The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland. To qualify, candidates must hold a valid visa on the date of application and where applicable to support a candidate's application, candidates must submit a valid work permit/visa confirming permission to work in Ireland when requested. Failure to submit the required evidence, and failure to hold a valid permit/visa during the period of the contract, will result in the application and/or contract of employment being rendered void.
