Organisational Background
Co-operative Housing Ireland is the national organisation representing, promoting and developing co-operative housing in Ireland. Since our foundation in 1973, we have provided over 9,000 homes through homeownership, shared ownership and socially rented co-operatives. As an Approved Housing Body (AHB), we work with various stakeholders in the housing sector, including Local Authorities, Government, aspiring homeowners, tenants and developers. We currently manage over 7,500 properties across Ireland.
Role
Co-operative Housing Ireland is seeking to employ a full-time, permanent Capital Projects Coordinator to join the Asset Management & Property Services (AMPS) Division. This is a full-time permanent role based on a 35-hour week, Monday to Friday, although some evening and weekend working may be required. The role will be based in our Blanchardstown office, however travel to other parts of the country may be required.
Responsibilities
Key responsibilities include, but are not limited to, the following:
- Coordinate the planning and delivery of capital projects within AMPS, with particular focus on defects remediation, fire safety-related remedial works and energy retrofit programmes
- Ensure capital projects are aligned with operational, governance and funding requirements, member-tenant needs and wider asset management priorities.
- Support the assessment, investigation and progression of multi-unit developments that may fall within the scope of the Apartment and Duplex Defects Remediation Scheme.
- Coordinate Fire Safety Risk Assessments, opening up works, technical surveys, intrusive investigations and follow-on reports where required.
- Maintain oversight of project actions arising from consultant reports, Fire Safety Risk Assessments, technical inspections and funding scheme requirements.
- Coordinate energy retrofit projects in line with CHI’s ESG Strategy, asset management priorities and available grant funding.
- Maintain oversight of stock condition survey outputs, lifecycle forecasts, retrofit data and energy performance information to inform retrofit and component replacement programmes.
- Support the preparation of project briefs, scopes of service, tender information, appointment documentation and consultant instructions.
- Liaise with Housing Services, Finance, Procurement, Development, Compliance, IT and other internal teams as required to support effective project delivery.
- Support budget monitoring, cost tracking, purchase order management, invoice review and financial reporting for assigned projects.
- Support compliance with procurement procedures, consultant appointment processes, contractor management requirements and internal governance arrangements.
- Assist in the preparation of reports for AMPS management, EMT, Board committees, funding bodies and other stakeholders as required.
- Support quality assurance, snagging, handover, certification, records management and completion documentation.
- Maintain up-to-date knowledge of relevant funding schemes, regulatory requirements, construction standards, fire safety requirements and retrofit-related guidance relevant to the role.
- Carry out any other duties appropriate to the role as may be assigned from time to time.
Requirements:
Essential
- NFQ Level 8 qualification in project management, engineering, construction, building surveying, architecture, building services or related discipline OR NFQ Level 6 qualification in a construction, electrical, building services, engineering or related trade and relevant experience in a similar Project Management role.
- Minimum of 5 years’ experience in construction, property, asset management, capital works, retrofit, compliance or project coordination role.
- Experience coordinating consultants, contractors, surveys, inspections, reports or capital works programmes.
- Experience preparing project reports, trackers, funding submissions or governance documentation.
- Full, clean Class B EU driver’s licence or equivalent and access to a car for business use are essential, as occasional travel nationally will be required.
Desirable
- Experience working in social housing, an Approved Housing Body, local authority, residential property, facilities management or construction environment.
- Experience of defects remediation, fire safety works, apartment developments, multi-unit developments or building compliance.
- Experience of energy retrofit SEAI-funded works, sustainability projects or residential upgrade programmes.
- Experience supporting procurement, tender documentation, consultant appointments or contractor management.
- Membership of a relevant professional organisation such as PMI, APM, IPMA, Engineers Ireland, SCSI, RICS, or equivalent.
