The Irish League of Credit Unions (ILCU) International Department seeks to recruit a Part Time Delivery Manager supporting Rwanda and Tanzania projects based in Dublin on a fixed term contract of 12 months. Whilst the job specification is written to cover both Rwanda and Tanzania, the ILCUF are open to hiring two different people, one with a focus on Rwanda and the other focused on Tanzania. The days per week indicated below would be pro-rated accordingly.
This position includes a hybrid working environment, where there is the requirement to attend our office in Sandyford, Dublin 18 at least two days per week after initial training and based on our business requirements.
Ideally candidates would be able to start in the role by October.
Main purpose of Job:
To capacitate key members of the programme team, through mentoring and supporting the development of the project leads, whilst also ensuring the Rwanda and Tanzania projects are delivered.
To support the capacity building where needed of the ILCUF Programme team members who are currently working on the Rwanda and Tanzania projects so that they learn and develop as project leads
To plan and manage the delivery of the WFEE programme in Rwanda and Tanzania.
To support delivery of a number of the WFEE Grant reporting and compliance obligations.
To support ILCUF programme team’s development and adoption of standards.
In the early stages, the role will be a more hands-on lead role with the ILCUF project lead work shadowing the delivery manager. In the latter stages, it is expected that, whilst the role will retain strong delivery oversight of the projects, the project leads and other members of the team will lead in the day-to-day engagement with the implementing partners and engagements with other stakeholders, under the guidance of the delivery manager. Main duties
To support the capacity building where needed of the ILCUF Programme team members who are working on the Rwanda and Tanzania projects so that they learn and develop as project leads (and become fully capable of planning and managing implementations of other similar projects):
Based on a provided capacity needs assessment, support the development of a capacity building plan which is focussed on “on the job” capacity building for the Rwanda and Tanzania projects leads.
Identify key on the job events where the project lead can develop new skills to support their development as a fully capable project lead.
Provide day-to-day support to the project leads as they conduct their role.
Provide support and guidance to other ILCUF resources assigned to the Rwanda and Tanzania projects
On a case-by-case basis, agree with the project lead where they should lead and the Delivery Manager should support or where the Delivery Manager role should lead and the project lead should support.
Over time, during the implementation phase of the project move to a more hands-off role whereby the project lead is delivering under the support and guidance of the delivery manager.
Support bi-monthly reviews with the project leads and the Programme Director to review progress against the capacity building plan and identify adjustments needed.
WFEE programme delivery in Rwanda and Tanzania:
Work with the ILCUF programme team members and key stakeholders and Implementing Partners in country to develop the plans for each of the proposed interventions.
Working with the ILCUF Programme Technical Lead, for each intervention, ensure there is a clear definition of scope, budget, timeline and resource required to deliver the intervention, as well as any major solution or timeline dependencies on the underlying IFAD anchor programme. This also needs to include the key elements required for the ME phase.
Ensure the required annual work plan is developed for Rwanda and Tanzania for the remainder of Y2 and Y3.
Ensure there is a clear milestone plan for the delivery of each intervention (including the ME phase).
Dependency Planning: Highlight both internal dependencies within each intervention as well as cross intervention dependencies. Highlight any significant dependencies on the underlying IFAD anchor programme. Ensure these dependencies are communicated with the respective Implementing Partners and IFAD counterparts in country.
Define and mobilise the appropriate, project delivery governance which will help ensure the successful and timely delivery of these projects and the individual interventions.
Put in place the framework to track and manage on a timely basis and any significant issues, risks and dependencies.
Record and continue to test assumptions as the projects progress.
Support the ongoing implementation of the project governance to ensure that delivery is tracked and managed and the appropriate steps are identified to ensure that the delivery is completed successfully.
After the implementation plan has been baselined, conduct monthly reviews of spend against budget for Rwanda and Tanzania and develop project cost forecasts to completion.
Develop and provide clear and consistent project communications to the project stakeholders.
Work with the Country Coordinator to ensure stakeholders are regularly engaged and managed.
Using the previously agreed Ethiopian RMF framework, ensure that the RMF for the WFEE country project is updated and tailored to recognize the specific interventions that are expected in each country.
Ensure that delivery of the results is tracked against the RMF.
Highlight key impacts and other successes (including through beneficiary story telling) in country to key stakeholders to create strong advocacy from IFAD and Irish Aid’s grant manager.
WFEE Cross-cutting Programme Support:
Support the development of key cross-cutting WFEE programme reporting and compliance artefacts required per the IFAD Grant. This will include, among others, the development of the year 3 Rwanda and Tanzania annual work plan and budget (AWPB), the quarterly contact group documents, Strategy and Approach document for the Winding up Phase of the programme and other cross-cutting programme support as needed from time to time.
Programme Team Adoption of Standards:
Working with the Programme Director, the CUGS programme manager and the WFEE Technical Program Lead, support the development of standard templates for the key programme and project artefacts, where possible taking the best working examples from the two programmes.
Administration:
Ensure adherence with ILCUF policies, processes and systems.
Attend internal ILCUF monthly programme meetings and quarterly staff meetings.
Represent ILCUF at external meetings as required.
Undertake other tasks related to the ILCUF’s activities as required.
The main deliverables for this role are:
Supportive, learning environment created which supports the development of the ILCUF project leads for Rwanda and Tanzania
Fully developed and agreed programme and project plans for Rwanda and Tanzania including individual project definitions and plans for each intervention.
Fully implemented and operated governance for each country and intervention including ensuring that the respective stakeholders are on board and kept on board.

Person Specification
Essential:
A third level qualification in a relevant discipline such as Development Studies, Law, Sociology, Business Administration, Finance or Economics. A Master’s degree would be an asset.
Significant experience with an international development organisation, ideally overseas.
Proven programme and project management experience, in a non-profit, credit union and / or development-focused organization.
Proven mentoring and coaching skills and ability to know what approach to apply to personal development based on the situation.
Demonstrated ability to capacitate others in the planning and delivery of programmes and projects.
Proven experience in monitoring and evaluation frameworks.
Proficient in preparing budgets and tracking actual expenditure against plans budgets.
Strong knowledge and practical experience of agile work practices.
Good expertise in programme and project risk identification management, dependency identification management, issue dentification management, assumption logging and testing during the lifecycle of a project.
Demonstrated ability to work cross functioning with other members of a team, using standard programme and project management work practices, including use of Agile.
Strong, stakeholder communications and engagement.
Proficient in reviewing financial information (expenditure reports, cost projections etc.) and programme and project financial analysis using Microsoft Excel.
Experience in stakeholder management and development.
Enthusiastic and flexible work attitude; an ability to work productively in a multi-cultural, team and independently; prepared to work outside normal working hours if needed.
Strong organisational and administrative skills, with excellent attention to detail.
An ability to multi-task and work proactively.
Excellent interpersonal and communication skills (oral and written).
Familiar with full suite of MS Office apps: Word, PowerPoint, SharePoint etc.
Willingness to travel overseas to developing countries for short visits if/when required.
