Purpose of the Post
A key role of the Clerical Officer Grade V ED/MUIG/AMAU/PAC is to ensure that the administrative function of the Emergency Department, M-UCC, AMAU and PAC are managed in an effective and efficient manner while maintaining high standards of clerical practice within the areas.
The post holder is expected to achieve and maintain targets as directed by the Healthcare Records Manager, Director of Operations and/or Deputy CEO/CEO.
Principal Duties and Responsibilities:

Responsible for the Roster for ED/MUIG/AMAU/PACS clerical staff.

Collate and submit all payroll for ED/MUIG/AMAU/PACS clerical staff to Wages.

Ensure all employee records are updated and correct including annual leave, sick leave, parental leave, maternity leave, etc.

Ensure the ED Medical Huddle has a representative from the Clerical Team daily and any changes are completed on iPMS in a timely manner.

Ensure new clerical staff are fully trained in all areas. Develop a Training Plan and complete/sign off on work orientation.

Complete Back to Work interviews (after sick leave) and disciplinary meetings with relevant staff.

Complete Performance Achievement Reviews with all staff.

Complete 3/6/9/12 month Probation Reviews with new clerical staff.

This role may include covering shifts in ED/AMAU/MUIG & PAC and the ability to complete all Clerical Officer Grade III (CO3) duties such as registering/discharging patients, tracking patient records, answering phone queries, etc.

Ensure processes are followed by staff.
-
Manage all staff under the remit of the role and ensure they consistently work in a professional manner, always putting the patient's needs first.

Promote a positive culture and excellent staff relationship including good employee relations practice.
-
Act as iPMS Super-User Trainer and complete iPMS Merges. Conduct iPMS training, refresher training and deliver feedback to staff as required.

Overall responsibility for all ED/MUIG Kardex files and arrange collections/deliveries from Iron Mountain Archives/Medical Records Department.

Deal with ED/MUCC/AMAU/PACS billing issues and taking payment where required.
-
Follow up on invoicing queries with the Accounts Department and arrange weekly money collections.

Liaise with the Patient Accounts Office to follow up on admissions, private health insurance forms, credit notes, refunds, etc where necessary.

Ensure all supplies for ED/MUCC/AMAU/PACS are ordered in a timely fashion.

Arrange regular maintenance checks for printers and other office equipment.

Act as Hygiene Audit Committee Team Leader and complete monthly Internal Hygiene Audit of ED/MUCC/AMAU/PACS.

Manage full registration/discharge process for patients and ensure this is done in a timely and accurate fashion.

Regular attendance to committee meetings.

Assist with on-going department reviews, time and motion studies and cost benefit analysis as required.

Support service change and reconfiguration through participation on identified projects.

Review work practices and engage in quality improvement plans in line with organizational key performance indicators (KPIs).

Completion of HSE/Hospital/ED/MUCC/AMAU/PACS Reports as requested for hospital management.

Locate patient records as requested, e.g. Freedom of Information (FOI) requests.

Support a continuous improvement environment.

Liaise with colleagues across all departments in the hospital as required.

Manage all mandatory training programs and ensure all staff under the remit of the role are fully compliant.

Any other duties as assigned by your line manager.

Strong leadership skills and minimum 3 years' experience in managing a team.

Formal secretarial qualification (or equivalent) essential.
