The Pre‑Construction Senior Engineer will play a critical role in shaping the technical, design and delivery strategy of major infrastructure bids from early engagement through to contract award. Operating at the intersection of engineering, commercial and programme functions, this role is responsible for ensuring that tenders are technically robust, buildable, commercially viable and aligned with Sisk’s delivery capability across complex infrastructure projects, with a strong emphasis on rail and multidisciplinary civil engineering environments.
Responsibilities:
- Lead technical input into pre‑construction activities including feasibility, optioneering, methodology development and engineering strategy definition

Develop and challenge construction methodologies to ensure safe, efficient and innovative delivery solutions at tender stage, including underground works, structures, civils and rail interfaces

Work closely with design teams (internal and external) to develop coordinated, compliant and deliverable engineering solutions, identifying risks and resolving design gaps early

Drive design management input at pre‑construction stage, ensuring alignment of drawings, specifications, programme and construction logic

Support development of detailed tender programmes, including sequencing, interfaces, logistics planning and temporary works strategies

Identify and manage technical, programme and construction risks within tender submissions, ensuring mitigation strategies are clearly defined and costed

Contribute to value engineering processes to optimise design, cost, buildability and programme while maintaining compliance and quality standards

Provide technical support to commercial teams in pricing strategy, including identifying construction efficiencies, resource requirements and cost drivers

Engage proactively with supply chain partners to develop specialist input for temporary works, geotechnical solutions, tunnelling, rail systems and complex civil packages
- Coordinate with planning and commercial teams to ensure engineering assumptions, programme logic and cost build-ups are fully aligned within the tender submission

Contribute to preparation of high-quality tender submissions, including technical write-ups, methodologies, sequencing diagrams and risk narratives

Represent Sisk in pre‑contract meetings, client engagement sessions and technical clarification processes where required

Ensure all pre‑construction outputs comply with Sisk standards, procedures and quality requirements

Support transition from pre‑construction into delivery, ensuring engineering intent, assumptions and risks are clearly handed over to project teams

Mentor and support junior engineers and coordinators involved in pre‑construction activities
Experience:
- Degree in Civil Engineering, Structural Engineering or a related engineering discipline

Chartered status or working towards Chartered Engineer (Engineers Ireland, ICE or equivalent)

Formal training or demonstrated competence in Temporary Works Coordination and construction methodology development

Strong understanding of NEC, FIDIC or equivalent contract frameworks from a technical delivery perspective

Proficiency in planning tools (Primavera P6 or similar) and ability to interpret complex construction programmes

Demonstrated knowledge of health, safety and quality frameworks within large infrastructure projects

Strong technical report writing capability for tender submissions and client presentations
Qualifications:
- Significant experience within a Tier 1 contractor or major infrastructure environment, with direct involvement in pre‑construction, tendering or bid engineering

Proven track record working on large, complex civil engineering or infrastructure projects, preferably including rail, metro, tunnelling or major urban infrastructure

Experience contributing to major bids or tender submissions, including methodology development, design coordination and programme input

Strong understanding of buildability, sequencing, logistics and engineering risk within constrained or multi‑interface environments

Experience working across multidisciplinary teams including design, commercial, planning and operations

Exposure to complex ground conditions, geotechnical challenges, temporary works and structural interfaces

Experience engaging with specialist subcontractors and supply chain partners during pre‑construction phases

Ability to challenge design and construction assumptions to drive improved technical and commercial outcomes

Experience transitioning from pre‑construction into delivery environments, with understanding of how early decisions impact construction stage

Strong communication skills with the ability to articulate technical solutions clearly to both technical and non‑technical stakeholders

Experience in rail or transport infrastructure projects strongly preferred due to complexity of interfaces, logistics and stakeholder environment
