Role Summary
This is a 3-year fixed-term, full-time opportunity to support and drive quality management across KeolisAmey Luas as the organisation grows and evolves within a rapidly changing rail and transportation environment.
The Quality Manager will be responsible for implementing and maintaining the Quality Management System (QMS) and Quality Management Plan, with a strong focus on establishing and embedding the new Documentation Management System immediately after the Operating Commencement Date.
The post-holder plays a key role in ensuring quality governance across performance management, records and reporting obligations, including the preparation and assurance of auditable quality records and contributions to the Period Report.
The role will lead the delivery of EN 13816 certification within 1 year of OCD, including annual maintenance thereafter, and support achievement of ISO 9001:2026 certification within 1 year of OCD.
The role has no direct line management responsibility but will provide matrix leadership across process owners and will work closely with HSQE, Operations, Engineering, Customer Service, People & Culture, Projects, TII, NTA, certification bodies, external auditors, subcontractors and suppliers.
Key Responsibilities
In this role, the successful candidate will oversee the following:
- Quality Management System (QMS) and Quality Management Plan implementation, ensuring processes, controls and evidence are in place and effective.
- Deployment and embedding of the Documentation Management System (DMS), including migration of legacy documentation, document control rules, user settings, metadata, structure and workflows for drafting, review and approval.
- EN 13816 certification delivery within 1 year of OCD and annual maintenance thereafter.
- ISO 9001:2026 certification delivery within 1 year of OCD, including gap assessments and action plans.
- Quality governance over performance management requirements, including quality controls for KPI data, calculation methods, evidence packs and internal verification prior to submission.
- Continuous improvement activity, including close-out of corrective and preventive actions, effectiveness checks and scheduled QMS reviews and updates.
- Quality records and reporting compliance, including required records, retention and archiving rules, version control, audit trails and availability of records in open formats for inspection and transfer as required.
- Document control processes within the DMS, covering creation, review, approval, publication, periodic review, withdrawal and archiving, with clear roles and delegations.
- Support for process owners to define measurable service quality criteria and evidence aligned to EN 13816, including coordination of supporting records.
- Quality input to the Period Report and other client reports, confirming traceability to source systems, controlled evidence packs and timely corrections where required.
- Subcontractor and supplier quality assurance arrangements, ensuring quality requirements are embedded in scopes, deliverables and acceptance criteria.
- Quality training and awareness, including DMS use, document control, record-keeping and audit readiness, supporting the business to adopt new processes.
- Auditable, transferable and well-structured electronic records, including backups and archiving, to support inspections, audits and end-of-contract handover requirements.
- Internal and external audit planning, coordination and support for the QMS, including TII/NTA audits, EN 13816 and ISO 9001 certification audits, and audits of subcontractor quality assurance arrangements.
- Day-to-day functional leadership for quality topics across process owners, including coaching on evidence, record-keeping and audit readiness, and acting as an escalation point for document control issues.
- Quality objectives and delivery milestones, including DMS go-live, controlled document baseline and EN 13816 readiness, tracked through KPIs, actions and management reviews.
- Effective working relationships across the operation, with TII/NTA and with auditors, promoting a constructive continuous improvement culture.
Experience, Education, Skills and Competencies
- Degree, or equivalent experience, in quality management, operational excellence or a related field.
- Minimum of 2 years' experience in quality management within transport or similarly regulated environments.
- Proven experience implementing and maintaining a QMS, including ISO 9001, quality plans, process maps, procedures and controlled documentation.
- Experience coordinating internal audit programmes and supporting certification audits.
- Experience of performance reporting and KPI governance, including data quality, calculation controls, evidence packs and contract-driven reporting cycles.
- Strong knowledge of service quality frameworks and certification, including EN 13816, with the ability to translate customer-focused service quality criteria into operational processes and measurable evidence.
- Hands-on experience deploying or operating a Documentation Management System (DMS) or electronic document control solution, such as SharePoint, including migration, taxonomy, permissions and workflow design.
- Strong analytical, communication and stakeholder engagement skills.
Qualifications, Skills & Competencies
- Document control or information management qualification would be desirable.
- Strong understanding of record retention, audit trails and data integrity principles.
- Strong practitioner knowledge of ISO 9001 tools, including process approach, risk-based thinking, internal audits, nonconformity management and management review.
- Ability to embed ISO 9001 and quality management tools pragmatically within an operational environment.
- Continuous improvement skills, such as Lean or structured problem-solving, with the ability to work with cross-functional teams to deliver sustainable improvements.
- Strong stakeholder management skills and ability to lead through influence in a matrix environment, driving adoption of new ways of working including DMS and document control disciplines.
Working Conditions
- Full-time role based on a hybrid working arrangement.
- Regular time will be spent at operational sites, including Red Cow, Sandyford and Hamilton depots, as well as stations across the Luas network.
- Occasional travel may be required.
- Working from home is capped at up to 2 days per week, subject to the needs of the role and the operation.
