Job Description
The Procurement Manager will be responsible for assisting in the procurement of the M400 Contracts as well as other core contracts including the Project Delivery Partner, ensuring alignment with TII’s Procurement Strategy. The role holder shall support the Procurement Lead and MetroLink Directorate to develop procurement
documents, including requirements, specifications and input into contracts including but not limited to, the contract requirements, procurement documents and draft contracts.
The role holder will provide support to the Procurement Lead in overseeing the procurements to maximise value for money and ensure compliance with EU legislation through the support and development of best practice. In addition, the Procurement Support will strengthen relationships with contractors / consultants, regularly engaging with them to develop comprehensive knowledge and insights and drive a culture of collaboration and partnership.
Principal Accountabilities

Assist the development and management of procurement contract management plans and procurement strategies in line with the programme and timelines.

Lead the development and production of the procurement documents for both the qualification and selection stages of procurement

During the tender process and the preferred tenderer period, provide support to the Procurement Lead in preparing and reviewing the contracts issued to the preferred tenderer ahead of contract close.

Support the M400 Lead in coordinating with various Directorate functions, such as Design and Engineering, Project Controls & Performance, Safety, and Information Management. This includes preparing and drafting technical specifications and clauses in collaboration with Advisors to produce comprehensive procurement documents

Support the M400 Lead to lead manage and coordinate the process for responding to tenderer’s clarifications which shall include management of clarification trackers, coordinating with the relevant Directorate functions and / or Advisors to draft responses and liaising with legal advisors during the clarification period and during the evaluation of tender submissions.

Assist with updates and revisions to the Procurement Processes, Policy and Procedures.

Assist in providing accurate and timely information about progress and plans to support the M400 Lead manage and coordinate monthly commercial and procurement progress reports.

Participate in any progress meetings to discuss procurement and assurance plans and progress

Support the M400 Lead manage and coordinate the resourcing of the M400 team, developing a pro-active and positive culture.

Ensure the team are fully trained and up to date on the relevant best practice, EU procurement directives, Irish Law and other statutes.

Perform additional tasks, activities, or other duties as may be required or assigned as part of the role.
Experience
- 5+ years’ relevant experience in a complex procurement environment and a proven track record of conducting procurement activities in high value metro rail projects or projects of a similar scale / complexity.

Experience working with EU Procurement Directives and other relevant EU directives

Tangible experience of advanced category management and developing strategic sourcing and procurement methodologies and techniques

In-depth understanding of the design and delivery requirements of technically complex projects in the architectural / engineering / construction sectors

A proven track record of dealing with commercial agreements and legal awareness of contract risks, including experience of drafting complex and bespoke contract terms and commercial principles including supplies, services and framework agreements

Experience of dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and providing guidance to support project delivery and reporting

Prior experience of procuring on behalf of public bodies and delivering within a unionised environment
Skills
- Ability to work within multi-disciplinary functions and teams while ensuring that all procurement related tasks are conducted in a timely and accurate manner

Ability to manage technical outputs to drive efficiency

Excellent communication (both verbal and written) and interpersonal skills

Ability to govern and drive outcomes to ensure high quality service
Qualifications
-
Minimum Level 8 degree (or equivalent) in relevant subject area e.g., engineering, supply chain, procurement, quantity surveying, business, or related discipline

MSc or equivalent in a related discipline would be advantageous
