Background
Craoibhín, Ballina is a social enterprise initiative aimed at providing a welcoming social outlet for older people in Ballina and the surrounding rural areas of north Mayo, helping to address social isolation and support people to age well in their own communities.
We are now inviting applications for the position of Moy Valley Community Service Programme Manager (Craoibhín, Ballina).
This is a senior management role suited to a person with:
· Strong HR experience and proven people-management skills
· A deep understanding of the needs of older people, particularly in rural north Mayo
· A collaborative mindset, who enjoys working in partnership with others
· Excellent communication skills to engage confidently with funders, sponsors and community stakeholders
Key Responsibilities
The Manager’s duties will include the following:
Service development for older people
· Lead the development and provision of high-quality services for older people through the Community Services Programme (Craoibhín, Ballina), on behalf of the Board.
· Ensure services are responsive to the specific needs of older people in rural north Mayo, including issues such as transport, isolation, access to services and local supports.
Community and stakeholder engagement
· Develop Craoibhin as a vibrant, collaborative resource for the local community and surrounding community groups.
· Build and maintain strong relationships with funders, potential sponsors, statutory agencies, local organisations and community leaders.
· Represent Craoibhin and Moy Valley Community Services professionally at meetings, networking events and local forums.
· Promote a culture of partnership and co-production with service users, volunteers and community partners.
Programme and activity development
· Identify, develop and implement new social, physical and recreational activities that support the wellbeing, independence and social connections of older people.
· Engage directly with older people and their families to ensure activities reflect their interests, needs and feedback.
HR leadership and people management
· Lead, motivate and support a small staff team and volunteers, fostering a respectful, inclusive and collaborative working culture.
· Ensure all HR policies and practices are in place, up-to-date and fully compliant with statutory and regulatory requirements on behalf of the Board of Directors.
· Manage staff on a day-to-day basis, including supervision, performance support, team meetings and professional development.
· Maintain accurate records of time worked, annual leave and other HR-related documentation.
Governance, compliance and programme management
· Implement and oversee all necessary policies and procedures for the Community Services Programme.
· Prepare and complete all required financial and programme returns and reports for Pobal, ensuring full adherence to all guidelines in developing and running the Programme.
· Ensure the efficient delivery of the Service Level Agreement with Moy Valley Resources, including Property Management and Accountsassistance.
· Manage the social enterprise element of the Company in line with good practice and community benefit.
· Address any other company-related issues requiring management attention as they arise and report appropriately to the Board.
Fundraising, finance and sustainability
· Develop and implement an annual fundraising and income-generation plan for the Community Services Programme.
· Work proactively with funders and sponsors to secure and grow financial support, including exploring new funding and partnership opportunities.
· Support the Board in ensuring the long-term sustainability and impact of services for older people.
· Ensure accurate and timely reporting of financial data to Pobal.
Essential Criteria
Applicants must be able to demonstrate:
Programme management experience in a publicly funded setting, including:
- Maintaining accurate and relevant data
- Aligning with programme requirements
- Reporting using online portals and written reports
Strong HR experience, including:
- Leading, managing, motivating and supporting a small team
- Developing and implementing HR policies and procedures
- Ensuring compliance with statutory employment requirements
Experience in community-based or social service delivery, ideally involving older people or vulnerable groups, with evidence of understanding their needs in rural areas.
Experience in stakeholder relationship development, including:
- Working with sponsors, funders and supporters
- Maximising engagement, collaboration and co-operation
Experience in planning and documentation, including:
- Developing, managing and implementing business plans
- Preparing funding applications, proposals and other relevant documentation
Excellent communication and interpersonal skills, including:
- Strong oral and written communication
- The ability to build trusting relationships with diverse groups – older people, families, community organisations, funders, sponsors and statutory bodies
- Confidence in presenting, networking and advocating on behalf of the organisation
Collaborative mindset and leadership style, with a demonstrable ability to:
- Work in partnership with colleagues, volunteers, community groups and agencies
- Facilitate teamwork and shared problem-solving
Full, clean driving licence and access to transport for work purposes.
Desirable Criteria
- A relevant third-level qualification and/or experience in one or more of the following areas:
- Community or rural development
- Social care or gerontology
- Social enterprise / business
- Community services management or a related field
- Experience of planning, managing and reporting on budgets.
- Strong administration and IT skills, including:
- Proficiency in MS Office (especially Word and Excel)
- Confidence in using online systems and a familiarity with the use of AI tools in administration and reporting
- Experience working with older people, and:
- Skilled at engaging with older people and older people’s services
- Knowledge of the current environment for older people living in Mayo, particularly in rural north Mayo (supports available, gaps in services, relevant policies and initiatives).
Duration
This is a fixed-term contract position with potential for extension. The role will be subject to a six‑month probationary period.
Working Hours
This is a full-time, salaried position of 37 hours per week. Flexibility will be required, and the successful applicant may from time to time be required to work additional hours or outside normal working hours in line with programme and community needs.
