Development Manager (Quantity Surveyor) — Residential & Commercial Refurbishment
A Dublin-based development and refurbishment platform is hiring a chartered Quantity Surveyor to take ownership of the full construction and development lifecycle — feasibility, cost planning, procurement, delivery, and handover.
This is a senior commercial role with a direct line to the founders and a clear pathway into a future Head of Operations position.
THE PLATFORM
The organisation is an active residential and commercial development and refurbishment platform with a significant owned portfolio in Dublin and a clear plan for accelerated growth.
The current pipeline includes:
- Multiple multi-unit residential refurbishment schemes
- Pub-to-residential conversions under SI 75
- Protected Structure refurbishments
- Living City Initiative projects across Dublin’s Georgian cores
The platform is entering a high-delivery phase and requires a commercially strong QS to help scale governance, delivery, and reporting structures.
THE ROLE
This is not a measurement role. The platform needs someone who can interrogate build cost plans, run tenders, manage contracts, and report to lenders and the board — across multiple live projects at once.
In your first 12 months, you will:
- Take 8–10 active projects from feasibility through delivery
- Build out commercial governance infrastructure
- Prepare the platform for its next funding round
As the platform scales, this role evolves into a broader Head of Operations remit.
WHAT YOU WILL OWN
- Feasibility & cost planning — Build cost plans and development appraisals from heads-of-terms to fixed budget. Manage variance reporting, contingency, and monthly board reporting.
- Procurement & contracts — Tender packs, contractor selection, RIAI / JCT / bespoke fixed-price contracts, variation management, payment certification, final accounts.
- Consultant team management — Appoint and drive architects, engineers, fire consultants, PSDP/PSCS, and planning agents. Chair meetings, run decision logs, hold programme.
- Planning & delivery — SI 75 conversions, Protected Structure works, Living City Initiative compliance, site delivery oversight, contractor coordination, handover and snagging.
- Commercial governance — Reporting to founders, lenders, and investors. Drawdown packs, cost-to-complete reporting, commercial dashboards, SOP and template development.
ESSENTIAL REQUIREMENTS — HARD FILTER
Candidates must meet all of the following:
- SCSI / RICS chartered Quantity Surveyor (MRICS / MSCSI).
- Minimum 5 years post-qualification QS experience in the Irish building sector.
- Proven track record in residential or commercial refurbishment / conversion / multi-unit refurbishment.
- Experience building cost plans and development appraisals at acquisition stage.
- RIAI contract administration experience.
- Working knowledge of the SI 75 conversion process.
- Dublin-based or willing to be Dublin-based and on-site as required.
STRONGLY DESIRABLE
- Experience with Protected Structures or Living City Initiative projects.
- Client-side or developer-side background (major developers or equivalent SME platforms).
- Experience reporting to lenders on construction drawdowns.
- Comfortable in an SME / founder-led environment — proactive, decisive, and able to build systems rather than wait for them.
Pay: €85,000.00-€115,000.00 per year
