Bailieborough Development Association has undertaken significant renovation works at the Bailieborough Courthouse and Bridewell in collaboration with Cavan County Council. This development has progressed through 3 planned stages to provide the town and vicinity with a multifunctional facility and community hub with a wide range of services for the entire community. The new community service will include;
- A multi-function Community space
- Performance and rehearsal space for groups or individuals engaging or wishing to engage in the arts
- Training and seminar/conference facilities
- Community Meeting Space
- Display space for local and visiting art displays
- Interpretive & Tourism Centre with a particular focus on the Plantation of Ulster. Displays will promote the contribution of the Ulster Scots to the Culture and Heritage of Cavan and particularly Bailieborough being the most southerly town in Ulster to be part of the plantation. The Courthouse has been included in the Ulster Scots Heritage trail of the border counties and will be the starting point for the Town and Castle Lake Heritage Trail.
By providing facilities for a broad range of activity, we will aim to target: Youth, Older People, People with Disabilities, Economically and socially disadvantaged in the area.
Our programme is being welcomed by both local business and other voluntary/community groups. The site owned by the County Council will be ran by the Bailieborough Development Association and the group wish to fully exploit the potential of this community asset for social and economic gain for the greater Bailieborough area. Bailieborough Development Association has recently funding under the Community Services Programme to employ a manager.
Key Areas of Responsibility
- Day to day operations of the Bailieborough Courthouse and Bridewell Visitors Centre.
- Manage and coordinate staff.
- Meeting of CSP targets and other operational targets.
- Marketing and Promotion of the Bailieborough Courthouse and Bridewell Visitor Centre.
- Development of community services at Bailieborough Courthouse and Bridewell Visitor Centre.
Purpose of the Role
- To lead all areas of strategic and operational management of the community services programme business based at Bailieborough Courthouse and Bridewell Visitor Centre.
- To ensure the highest standards of quality, safety and customer care in the facility.
- To ensure that the day-to-day operations maximise the financial returns to the company whilst at the same time satisfying the community needs and requirements.
- To ensure the effective and efficient implementation and operation of all the Company’s operational policies and procedures.
Duties and Responsibilities

- Development of staffing rosters, balanced facility booking plans and usage strategies to ensure optimum efficiency of the facility
- Development, implementation and monitoring of key operating policies relevant to this industry
- Developing clear communications with the key stakeholders in the business
- Managing and monitoring the day-to-day operations of the facility
- Carrying out other reasonable activities relevant to the management and operation of the Facility as required by the Board.
Job Details and Salary
The salary for the position shall be commensurate with experience for a 37.5-hr week and shall be reviewed annually.
- The post will be based at The Bailieborough Courthouse, Main Street, Bailieborough, Co. Cavan.
- The normal working week will be 37.5 hours per week and the successful candidate is required to be flexible as the post will include shift work. Over-time payments are not anticipated as part of this project, therefore time off in lieu will be eligible on agreement with line management procedures.
- The successful candidate must provide his/her own car for official travel and a clean driving licence is required.
- A travel allowance will be paid for direct work-related duties. This will be verified and claimed on a monthly basis.
- Statutory annual leave arrangements shall apply.
Person Specification
1. Essential attributes candidates must possess:
- A working knowledge of financial systems and skills in setting and working to budgets
- Practical experience of marketing and publicity
- An ability to proactively engage with disadvantaged communities
- An excellent approach to customer care
- Demonstrable experience of working with a voluntary board and managing volunteers.
- Knowledge and understanding of all relevant legislation including health and safety legislation.
2. Desirable Attributes:
- Have proven ability in making successful grant applications and fundraising;
- Experience of working with volunteers;
- Live within reasonable travel distance;
- Flexible enough to meet the changing needs of a community facility.
