Title and Summary
Senior Technical Program Manager
The Mastercard Consumer Data Management (CDM) program is on a mission to evolve our services and drive adoption of our products. Our products are internally consumed capabilities that provide secure handling of Consumer PII/PCI data, Consumer Consent data, Consumer Messaging services (SMS, Email and WebPush) and provision of Email Marketing support for Mastercard products. These API services meet the stringent needs of regulatory requirements and are the foundation for Mastercard's product and service offerings globally.
The Mastercard CDM team in Dublin is looking for a Senior Technical Program manager to join our team and help drive our Consumer Data Management program strategy forward. The ideal candidate a person who has good knowledge about program management, Agile practices and is highly motivated, analytical, intellectually curious and focussed on delivering the right solutions to customers.
Role & Responsibilities
This role involves partnering with Technology teams to understand new business opportunities and translate functional requirements into detailed stories. The candidate will work closely with the development teams to support them in completing the design and implementation phases of the project life-cycle. They will act as a bridge between Product and development to ensure all requirements are identified, documented and met. The role involves:
- Partnering closely with Product and Development teams to design and establish specifications for delivery by the development team.
- Translation of business requirements into detailed Development stories and identifying acceptance criteria.
- Analysing and understanding current design to ensure that the context and implications of change are understood by the Development team and incorporated into feature discussions.
- Determine development impacts to current processing and work with programmers and users to ensure accuracy of enhancements and elimination of gaps.
- Ability to manage stakeholder expectations through data-driven conversations.
- Performing technical analysis of platform hardware and software to ensure that business and functional requirements can be met.
- Produce systems design documentation in accordance with Mastercard documentation standards, ensuring features and associated documentation are clear and easily consumable by other engineering teams. Lead reviews of technical requirements.
- Document and coordinate audit controls and compliance requirements.
- Provide technical support to Business Owners during implementation of new products/services.
- Working as part of a co-located, high-performing Agile Scrum team.
Preferred Skills:
- Strong experience in leading complex, cross-functional technical programs with end-to-end delivery ownership
- Deep understanding of Agile practices, stakeholder management, and risk-driven execution
- Solid technical acumen with the ability to engage engineering teams and align delivery with business outcomes
- Technical program delivery experience including software development lifecycle, cloud-native software products, CI/CD, and microservices APIs.
- Strong technical aptitude and ability to quickly gain technical understanding of Consumer Data Management’s services.
- Strong negotiation skills and the ability to drive out detail and build consensus from stakeholders.
- Excellent communication/presentation skills.
- Experience or knowledge of Agile development an advantage.
- Exposure to Java development and work experience in a software development environment a distinct advantage.
- Passionate about continuous improvement and driving standards within our feature intake and development processes.
- High-energy, detail-oriented and proactive with the ability to take on challenging opportunities.
Education
- Bachelor's degree in Information Technology, Computer Science or equivalent work experience.
