Migration is a priority focus for the Red Cross and Red Crescent Movement internationally as well as for the IRC in Ireland. Ireland, along with other countries, has experienced considerably more inward migration in recent years from people in need of protection and, as a result, is challenged to respond with appropriate supports for all affected. The IRC has worked on migration for several years and is considered a key actor in responding to the humanitarian needs of refugees/ migrants seeking protection and a future in Ireland, with programming in the areas of resettlement and responding to the Ukraine crisis, among others.
SUMMARY OF ROLE
The Information and Outreach function is responsible for maintaining a strong understanding of relevant legislation and policy, as well as IRC programming, and sharing this information with our key stakeholders – internally and externally. The function is also responsible for providing information sessions to beneficiaries across migration programmes both online and in person and developing associated informational materials and, in liaison with the organisational communication team, keeping our website and communication channels accurate and up to date.
Our key external stakeholders primarily include Beneficiaries of Temporary Protection and International Protection Applicants (including unaccompanied minors) as well as those providing hosted accommodation. Additionally, it is expected the function will support programme teams with the development of information resource materials to ensure cohesion across teams.
ROLE RESPONSIBLILTIES
Information
Maintain a strong understanding of legislation and policy relevant to migration.
Ensure that Information and Outreach Officers are kept up to date with key relevant policy changes and that materials are updated accordingly.
Keep abreast of the information needs across the programmes and with a particular focus on our Ukraine Response, Restoring Family Links and the International Protection system.
Prepare – or oversee the preparation of – information resource materials for the programmes, ensuring that the information is impartial, informed by research and policy, in line with Red Cross/Red Crescent principles.
Ensure information materials are developed to a high communication standard, for multiple programme scenarios, using ‘plain English’ guidance and coordinating the translation of materials into languages required by our programmes.
Ensure cohesion on information resources across the Migration Department by providing briefing materials where needed to caseworkers, call centre and reception staff.
Promotion and Stakeholder engagement
Promote IRC Migration programmes to ensure beneficiaries are aware of available supports and services, working closely with the Migration Communications Officer and wider Communications team where appropriate.
Lead the Migration Department’s Information and Outreach function.
Organise and facilitate information sessions for the Migration programme stakeholders, both online and in person (including outside normal office hours).
Ensure that information sessions are held to a high standard, involving a high level of organisation and preparation.
Ensure that accurate reports and records of session attendance and feedback is maintained.
Prepare and coordinate material for the IRC website and social media (in coordination with the Communications team)
Engage with colleagues across the organisation, particularly Communications, Casework and Policy teams, to ensure there is a high level of coordination and synergy.
Coordination
Coordinate the work of the Migration Information and Outreach function in general, including line management of four Information and Outreach officers.
Maintain accountability for materials produced by the Information and Outreach function, ensuring that it is fact based and authorised.
Ensure that all donor requirements are met with regards to information and outreach across the different programmes.
Maintain accurate records, ensuring compliance with GDPR, and meeting all reporting requirements.
Organisationally
Ensure compliance with required internal and external policies and procedures
Work actively towards the achievement of the Irish Red Cross goals.
Abide by and uphold the Principles of the International Red Cross Red Crescent Movement.
Undertake any other reasonable work-related duties and responsibilities assigned by the line manager that are consistent with the nature of the job and level of responsibility.
ROLE REQUIREMENTS
Essential Criteria
Third level qualification in relevant fields.
Three years’ experience working in the migration sector, preferably in the provision of services in refugee support and housing.
Strong knowledge of migration legislation and policy.
Demonstrable experience of public engagement, including the facilitation of public events or in an educational delivery setting.
Strong experience in preparing written and other resource materials.
Ability to work under pressure and meet set deadlines.
Ability to work efficiently as part of a team as well as independently.
Ability to maintain strict compliance protecting confidential, sensitive information and materials.
Fluent levels of English, written and conversational.
Desirable Criteria
Knowledge of the work of the Irish Red Cross and our principles.
Experience of working with volunteers.
Team management experience.
Experience in an education delivery setting, particularly with regards to adapting communication and delivery style to diverse or vulnerable audiences.
Ability to speak additional languages e.g. Ukrainian, Russian, Arabic, French, Dari and Pashto, would be an advantage.
