Cill Dara Housing Association is an Approved Housing Body providing social housing and tenancy support services in Co. Kildare. We are committed to delivering high-quality, tenant-centred housing services and supporting sustainable communities.
We are now recruiting a Senior Housing Officer to lead and coordinate our housing services team and ensure the effective day-to-day management of tenancy services, rent and arrears, allocations, voids, lease management, compliance, tenant engagement, on-call coordination and housing operations.
This is a key management role within the Association and would suit an experienced housing professional who can combine strong people management with excellent operational oversight, sound judgement and a commitment to high-quality tenant services.
About the Role
The Senior Housing Officer will be responsible for leading the housing services team and ensuring the delivery of an effective, responsive and person-centred housing management service.
The role will involve supervising staff, managing operational priorities, supporting complex tenancy cases, overseeing rent and arrears processes, coordinating allocations and voids, monitoring housing compliance requirements, liaising with local authorities and external agencies, coordinating the Association’s on-call service and rota, and ensuring that systems, records and service standards are maintained.
The successful candidate will play an important role in supporting service improvement, strengthening operational systems and contributing to the delivery of Cill Dara Housing Association’s strategic objectives.
Key Responsibilities
The Senior Housing Officer will:
- Lead, support and supervise the housing services team, including Housing Officers and administration staff.
- Allocate, monitor and review workloads to ensure key housing services tasks are completed within required timescales.
- Oversee tenancy management services, including tenant queries, complaints, anti-social behaviour, tenancy sustainment and complex case management.
- Monitor rent accounts, arrears prevention, repayment arrangements and escalation processes in line with policy.
- Coordinate annual rent reviews, tenant statements and related rent administration.
- Oversee allocations, nominations, transfers, voids and letting processes.
- Support effective liaison between Housing Services, Property Services and Finance.
- Monitor work orders, inspection actions, tenant-related repairs and follow-up requirements.
- Oversee lease management, including lease renewals, lease expiries, property handbacks and owner/local authority liaison.
- Maintain oversight of RTB registrations, local authority inspections, compliance returns and other housing-related regulatory requirements.
- Coordinate the Association’s on-call service and rota, ensuring appropriate cover, clear escalation arrangements, accurate records and effective responses to urgent housing management or tenant-related issues.
- Participate in the Association’s on-call rota as required.
- Ensure accurate use of housing management systems, records, trackers and relevant portals.
- Prepare reports, updates and statistical information for the Chief Executive and, where required, Board or committee meetings.
- Build effective working relationships with tenants, local authorities, statutory agencies, property owners, contractors, management companies and other stakeholders.
- Support service reviews, tenant engagement, policy implementation and continuous improvement across Housing Services.
The Person
We are looking for someone who is organised, practical, tenant-focused and confident managing a busy housing service. The successful candidate will be able to hold operational detail, support staff, manage competing priorities and ensure that important actions are followed through.
You will need strong housing management experience, good judgement, excellent communication skills and the ability to work constructively with tenants, colleagues, agencies and external partners.
Essential Criteria
Candidates must demonstrate:
- Previous practical and managerial experience in housing, social housing, tenancy management, social care, community services or a related area.
- Experience supervising staff, allocating workloads and monitoring performance.
- Strong knowledge of tenancy management, rent accounts, arrears management, allocations, voids, estate management and tenant engagement.
- Experience managing complex tenancy cases such as arrears, anti-social behaviour, complaints, tenancy breaches or legal escalation.
- Understanding of housing legislation, RTB requirements, tenancy documentation and fair procedures.
- Strong organisational skills and the ability to manage competing priorities, deadlines and service follow-up.
- Experience working with local authorities, statutory agencies, support services, contractors or other external stakeholders.
- Excellent communication, report writing and record keeping skills.
- Strong IT skills, including Microsoft Word, Excel, Outlook and digital systems.
- A person-centred approach and commitment to high-quality tenant services.
- Willingness and ability to participate in, coordinate and manage the Association’s on-call service and rota.
- Full driving licence and access to transport, or the ability to meet the mobility requirements of the role.
Desirable Criteria
The following would be an advantage:
- Experience working in an Approved Housing Body, local authority housing service or similar housing provider.
- Knowledge of AHBRA Standards and the regulatory environment for Approved Housing Bodies.
- Experience using housing management software such as Affinity or similar systems.
- Experience managing leased properties, lease renewals, property handbacks or owner relationships.
- Experience coordinating RTB registrations, local authority inspections, compliance returns or housing-related audits.
- Relevant qualification in housing, social care, community development, management or a related discipline.
