About the Role
We are seeking a Senior Construction Manager - Rail to lead the safe, efficient, and compliant delivery and commissioning of major rail and transportation infrastructure projects.
The role provides senior construction leadership throughout the full project lifecycle, including planning, design, procurement, tender assessment, construction, testing, and commissioning. The successful candidate will direct site delivery across assigned packages, lead contractor performance, and maintain oversight of safety, quality, programme, commercial interfaces, and compliance.
Key Duties and Responsibilities
Provide senior construction leadership and strategic input throughout the planning, design, procurement, construction, testing, and commissioning phases.
Contribute to constructability reviews, construction methodologies, logistics, sequencing, and phasing strategies.
Support the technical and construction assessment of tender submissions and contractor proposals.
Lead the execution and completion of construction activities across multiple assigned projects and work packages.
Ensure works are delivered safely, on programme, and in accordance with contractual requirements, approved designs, and technical specifications.
Promote and enforce a strong safety culture across project and contractor teams, ensuring concerns are addressed promptly.
Undertake formal safety tours, assurance reviews, and site inspections, ensuring findings are recorded and closed out through the appropriate systems.
Work with project planners to develop detailed schedules, establish key milestones, and monitor construction performance.
Identify potential delays and implement appropriate mitigation and recovery plans.
Coordinate across project functions to support effective resource allocation and adherence to programme timelines.
Ensure construction works comply with contract requirements, applicable legislation, industry standards, environmental obligations, and safety regulations.
Oversee quality assurance and quality control processes, including the implementation of Inspection and Test Plans.
Inspect completed works and assess readiness for formal inspection, testing, commissioning, or handover.
Record inspection outcomes and oversee the close-out of defects, non-conformances, and remedial works.
Evaluate site progress through regular visits and inspections, comparing works against contract documents, schedules, and agreed milestones.
Prepare accurate progress reports and provide clear updates on delivery, risks, issues, changes, and proposed resolutions.
Monitor and assess the competence and performance of contractor personnel throughout the works.
Act as the senior construction liaison with contractors, clients, and stakeholders, leading the resolution of complex delivery and interface matters.
Lead the construction assessment of proposed changes and advise on their impact on safety, cost, quality, scope, risk, and programme.
Identify and implement cost-effective solutions and opportunities to improve construction delivery.
Lead, mentor, and coordinate construction management and site supervision personnel, ensuring consistent standards and effective deployment of resources across the works.
Undertake additional duties as required to support project delivery and reflect the evolving needs of the business.
Key Requirements
Degree or relevant qualification at NFQ Level 6 or 7, or equivalent, in Engineering, Construction, Project Management, or a related discipline is preferred.
A minimum of 10 years’ relevant experience, including at least 5 years within construction, engineering, or management on rail, transportation, or comparable major infrastructure projects.
Demonstrated experience managing the construction delivery of complex infrastructure works.
Experience working on large-scale multidisciplinary rail, transportation, or comparable infrastructure projects.
Strong knowledge of construction processes, materials, methodologies, logistics, sequencing, and techniques.
Comprehensive knowledge of the Safety, Health and Welfare at Work (Construction) Regulations and associated Irish construction legislation.
Demonstrated experience promoting high standards of health and safety on large-scale construction projects.
Experience implementing health, safety, environmental, quality, and construction assurance processes.
Knowledge and experience of the NEC4 contract suite, together with strong commercial awareness.
Ability to interpret technical drawings, specifications, contract documents, and construction programmes.
Strong project planning, scheduling, risk management, cost control, and progress-reporting capabilities.
Proven stakeholder-management experience across major projects and programmes.
Strong leadership, communication, organisational, and problem-solving skills.
Additional professional qualifications or membership of an appropriate body, such as MCIOB, MICE, or equivalent, would be advantageous.
Full clean driving licence and flexibility to travel to project sites as required.
