Purpose of Role
The Designated Officer for Safeguarding is responsible for promoting and maintaining a culture of safeguarding across Delta Services. The successful candidate will ensure that safeguarding policies, procedures and practices are implemented effectively and remain aligned with current legislation, national policy and regulatory requirements. The post holder will provide expert guidance and support in safeguarding matters, coordinate safeguarding plans, manage safeguarding concerns, and work collaboratively with staff, management, families and external agencies to protect adults with intellectual disabilities from abuse, neglect and exploitation.
Key Tasks
Lead the development, implementation and review of safeguarding policies and procedures across the organisation.
Act as the primary point of contact for safeguarding concerns and provide advice and guidance to staff and management.
Ensure all safeguarding concerns are managed in accordance with the National Adult Safeguarding Policy and organisational procedures.
Receive, assess, record and respond appropriately to safeguarding concerns and allegations of abuse.
Report safeguarding concerns and allegations of abuse to the HSE Safeguarding and Protection Team in a timely manner.
Coordinate, monitor and review Safeguarding Plans to ensure effective outcomes for individuals supported.
Liaise with external agencies including An Garda Siochana, safeguarding teams, healthcare professionals and other statutory bodies.
Support individuals who wish to make disclosures and contribute to investigation processes where required.
Deliver safeguarding awareness, training and guidance to employees and volunteers.
Ensure all safeguarding records, reports and documentation are maintained accurately, confidentially and in accordance with GDPR requirements.
Prepare reports and documentation for safeguarding meetings and organisational governance requirements.
Work closely with senior management to promote best practice and continuous improvement in safeguarding across all services.
Pay Scale
A competitive salary package will be offered, with remuneration based on the successful candidate's qualifications and relevant experience. As this post Is for 24 hours per week, salary will be paid on a pro rata basis.
Personal Profile
This position is not eligible for employment permit sponsorship. Applicants must hold and maintain an independent legal right to work in Ireland for the duration of their employment. Delta Services does not
ordinarily support or participate in employment permit applications, transfers, renewals or change-of-employer processes for this position.
Minimum Qualification Requirements
A minimum of a Level 7 Qualification in Social Care, Social Care Studies, Nursing, Social Work or an equivalent qualification in a relevant health or social care discipline.
Completion of, or willingness to undertake, recognised Adult Safeguarding Designated Officer training.
Knowledge & Skills
Excellent knowledge of adult safeguarding legislation, policy and procedures.
Strong understanding of safeguarding vulnerable adults and risk assessment processes.
Excellent knowledge of GDPR, confidentiality and information-sharing requirements.
Excellent communication, interpersonal and relationship-building skills.
Strong report writing, documentation and record-keeping abilities.
Ability to provide guidance, training and support to employees and volunteers.
Strong organisational, analytical and problem-solving skills.
Ability to work independently and collaboratively with multidisciplinary teams and external agencies.
Experience
A minimum of 3 years post-qualification experience working within intellectual disability services or a related health and social care setting.
Experience supporting vulnerable adults and managing safeguarding concerns.
Experience in safeguarding, risk assessment, incident management and multidisciplinary collaboration is desirable.
Experience developing and implementing safeguarding plans is advantageous.
