The Building Compliance and Standards Professional will play a key role in the delivery of civil and structural engineering services from feasibility through to construction stage of projects for ESB. This role involves close collaboration with design teams, ESB partners, and Contractors to ensure projects are delivered on time, within budget, and to the highest standards.
This role will provide independent compliance assurance, safeguarding ESB against statutory, safety and reputational risk, while supporting the efficient delivery of projects.
Key Responsibilities
Lead the design development, review, and delivery of small to medium ‑ scale capital projects.
Act as the technical authority for compliance with Building Regulations, fire safety, accessibility, health and safety, and environmental requirements, including performing the role of Assigned Certifier in accordance with the Building Control (Amendment) Regulations (BCAR).
Ensure full compliance with all relevant Irish legislation and standards, including the Building Control Acts, Building Regulations, and Fire Services Acts.
Review and evaluate design documentation, statutory compliance submissions, and certification records.
Support and participate in inspections, audits, and condition assessments of ESB buildings and facilities.
Liaise effectively with designers, contractors, Ancillary Certifiers, and regulatory authorities throughout the project lifecycle.
Contribute to the development, continuous improvement, and governance of ESB building compliance standards and procedures.
Participate in risk identification, mitigation, and assurance processes.
Prepare clear, concise technical reports and provide evidence ‑ based recommendations to internal stakeholders.
Experience and Qualifications
Essential
Minimum 5 years relevant post-graduate consultancy experience.
A recognizable Degree (Level 8 or higher) in Civil and Structural Engineering, Construction Management or a related discipline
Chartered status with Engineers Ireland or equivalent
Strong knowledge of Irish building regulations and statutory compliance frameworks
Experience working on building projects in a regulated environment
Ability to interpret technical drawings, specifications and compliance documentation
Excellent stakeholder engagement and communication skills with both internal teams and external regulatory authorities
Full driving licence and access to a car
Desirable
A recognizable Level 9 degree in Civil and Structural Engineering
Experience in public sector, utilities or infrastructure environments
Knowledge of fire engineering, assigned certifier processes, or building control management systems
Experience supporting audits or regulatory inspection
Location
This role is based in either E&MP Dublin/ Cork offices but travel to project locations as required is a key requirement of the role.

Salary
€49,000 - €58,000 per annum
