The Opportunity
As Senior Lead, you will lead the successful completion of major deliverables within the CIO’s annual work programme for Infrastructure Onshore delivery and performance. Working with a multidisciplinary team of engineering, business and commercially experienced professionals, you will ensure that business, Government and regulatory priorities are met through clear performance assessment, robust governance and transparent reporting.
You will work closely with the Infrastructure Leadership Team, Programme and Project Managers to ensure key strategic programmes and projects are delivering the outcomes and benefits agreed with CRU and ESB Networks, and that portfolio performance is clearly communicated to internal and external stakeholders.
The Team
The Programme Management Office (PMO) team is responsible for overseeing delivery programme performance, governance, regulation and risk, investment portfolio reporting, and Network Capex-related Price Review. The team monitors performance against agreed targets, develops insights from portfolio data, and communicates performance to internal and external stakeholders key stakeholders such as DCEE and the CRU.
Key Responsibilities
- Lead portfolio performance oversight, monitoring delivery against agreed baselines, business targets and PR6 regulatory commitments.
- Analyse complex portfolio data to generate insights on delivery performance, risks, costs and outcomes.
- Develop clear, regulator‑ready reporting and communicate performance to internal and external stakeholders (including CRU and ESB Networks).
- Deliver key PR6 regulatory outputs and ensure timely, accurate Delivery Obligation reporting.
- Ensure strong governance, compliance and alignment with PMO frameworks, standards and controls.
- Collaborate with ESB Networks and internal teams to ensure a consistent, coordinated view of portfolio performance and joint commitments.
- Design, implement and drive continuous improvement in performance reporting, tools and processes.
Knowledge, Skills and Experience
- Degree‑level qualification (or equivalent) with a minimum of 8 years’ relevant post‑qualification experience.
- Recognised project/programme management qualification (PRINCE2, PMP, IPMA or equivalent).
- Significant experience in portfolio, programme or senior PMO roles, ideally within large‑scale infrastructure or regulated environments.
- Advanced Excel‑based analysis of large and complex datasets and Power BI dashboards to generate performance insights.
- Excellent analytical, planning and organisational skills, with strong attention to detail.
- Excellent communication skills with an emphasis on high quality report writing, an ability to develop graphical overviews and to communicate complex regulatory and commercial issues clearly and effectively to Heads of Function and Chief Officers.
- Ability to influence others to move towards a common vision or goal and to work collaboratively with others to resolve issues as they arise.
- Strong leadership skills, with the ability to develop, communicate and “sell” Incentive and audit objectives.
- Experience planning and organising work activities for self and others within a cross-functional team such as report writing and audit preparations to meet deadlines and deliver high quality outcomes.
- Demonstrated experience working across organisational boundaries in programme/portfolio environments.
- Ability to work collaboratively and transparently with others across the business and externally to deliver outcomes in accordance with strategic objectives.
- Experience of high voltage transmission at 110/220/400 kV including an awareness of substations, overhead lines and power cables would be an advantage.
