Kerry County Council is expanding our role in the regulation and enforcement of European, national and local environmental legislation and seeks to recruit suitably qualified and experienced people to allow for delivery of demanding work programmes in this area. The Assistant Environmental Officer will work as part of a multi-disciplined team, delivering regulatory and enforcement activities in Waste Management, Water Quality, Air Quality, Noise Control and other areas of Environmental care. He/She will be assigned to the Environment Department and will initially be responsible for the enforcement and implementation of a range of environmental legislation, including:-
- The Waste Management Act
- Extended Producer Responsibility Schemes (End-of-Life Vehicles, Waste Tyres, WEEE, Packaging etc.)
- Waste Management (Facility Permit & Registration) Regulations
- Waste Management (Collection Permit) Regulations
- Water Pollution Act and associated regulations
- Air Pollution Act and associated regulations
- Environmental Protection Agency Act : Noise Control
- Kerry County Council (Beach) Bye-Laws
- Kerry County Council Waste Presentation Bye-Laws
Education/ experience, etc.:
Each candidate must, on the latest date for receipt of completed application forms:
- hold an honours degree (level 8 in the National Framework of Qualifications) or equivalent professional qualification in environmental science, environmental engineering or a related discipline
- have at least two years satisfactory experience of environmental science, environmental engineering or a related discipline
- possess a high standard of technical training and experience
- hold a full clean driving licence, EU Model for Class B Vehicles
The ideal candidate will: -
- demonstrate excellent inter-personal, listening and communication skills (including use of information technology)
- have experience in responding to and investigating environmental complaints and in the enforcement of environmental legislation
- have experience in the preparation of reports for court or other legal action and in the presentation of evidence in a court situation
- have experience of liaising with state agencies and organisations
- have good technical knowledge and understanding of environmental issues, including waste management and water quality management
- have a high standard of report writing skills
- possess self-confidence and good judgement
