The ICT and Digital Services Manager is responsible for the strategic leadership, development and oversight of the organisation's IT infrastructure, digital systems and technology services.
The post holder will lead the development and implementation of digital and technology strategies that support organisational objectives, operational effectiveness and the delivery of high-quality, person-centred services.
The role has overall responsibility for IT infrastructure, cybersecurity, business systems, digital transformation and ICT governance across the organisation. The post holder will work collaboratively with senior management, operational teams, external agencies and technology partners to ensure that systems, infrastructure and digital solutions support service delivery and organisational growth.
Strategic Leadership, Digital Transformation and Systems Development

Lead the development and delivery of the organisation's ICT and Digital Strategy, aligned with organisational objectives and service delivery.

Provide strategic advice to the CEO and Senior Management Team on ICT, digital transformation, AI and emerging technologies.

Lead digital transformation projects, including new systems, automation and technology solutions that improve operational efficiency and service delivery.

Oversee the planning, procurement, implementation and continuous improvement of ICT systems, ensuring effective project management, change management and user adoption.

Develop and maintain the organisation's Digital Records and Information Management Strategy, including digitalisation, document management, archiving and records retention.

Maintain an organisation-wide Information Asset Register (Data Register) to support information governance, GDPR compliance and effective data management.

Develop business cases for ICT investment and represent the organisation on relevant ICT and digital networks.

Develop, maintain and oversee an organisation-wide Information Asset Register (Data Register), ensuring all corporate, operational and clinical systems are appropriately documented, classified, owned and managed in accordance with GDPR, HSE requirements and information governance best practice.

Lead the development and implementation of the organisation's Digital Records and Information Management Strategy, supporting the transition from paper-based to digital processes, including document management, electronic records, archiving and retention programmes.

Work collaboratively with departments to identify opportunities for digitisation, automation and workflow improvement, reducing manual processes and improving accessibility, efficiency and compliance.

Lead the strategic development, management and continuous improvement of the organisation's ICT infrastructure, ensuring secure, reliable and resilient technology services across all locations.

Ensure ICT systems, infrastructure and digital services effectively support operational, clinical and corporate service delivery while enabling organisational growth and digital transformation.

Oversee the performance, maintenance and security of the organisation's networks, servers, cloud services, broadband, Wi-Fi, mobile communications, telecommunications, unified communications and television services across residential, respite, day and corporate services.

Manage the lifecycle of all ICT assets, including PCs, laptops, mobile devices, printers, peripherals and associated technology, ensuring appropriate procurement, deployment, maintenance and replacement programmes are in place.

Lead ICT infrastructure planning for new developments, residential locations and organisational projects, ensuring appropriate connectivity, systems, hardware and digital services are delivered from project initiation through implementation.

Ensure software applications, licensing arrangements and technology platforms are effectively managed, maintained and optimised to meet organisational requirements.

Develop and maintain ICT infrastructure standards, capacity planning and performance monitoring processes to ensure systems remain scalable, secure and fit for purpose.

Oversee the organisation's website, digital communications platforms and other online technologies to support organisational objectives and stakeholder engagement.

Ensure robust backup, disaster recovery, cyber resilience and business continuity arrangements are maintained to minimise operational disruption and protect critical organisational systems and information.

Lead the development of organisational data management standards to ensure the accuracy, integrity, security and availability of business information.

Support the development of organisational reporting, dashboards and business intelligence solutions.

Work collaboratively with operational departments to maximise the use of organisational data for service planning, performance management and strategic decision-making.

Promote best practice in data governance, information management and digital record keeping.

Lead the development and implementation of cybersecurity measures and information security controls.

Ensure the security, resilience and availability of the organisation's systems and infrastructure.

Monitor emerging cyber risks and coordinate appropriate mitigation measures.

Develop policies and procedures relating to ICT operations, cybersecurity and digital systems.

Promote awareness and best practice in cybersecurity throughout the organisation.

Develop and maintain ICT policies covering cybersecurity, acceptable use, remote working, AI governance, business continuity and information systems management.

Ensure compliance with recognised cybersecurity standards and national best practice.

Bring the organisation to certified and audited NIS2 compliance from where it stands at time of appointment

Develop and maintain effective relationships with external ICT providers, software vendors and telecommunications suppliers.

Manage contracts and service level agreements to ensure services are delivered to agreed standards and represent value for money.

Work collaboratively with external partners, consultants and third-party providers on infrastructure developments, new system implementations and ongoing support arrangements.

Contribute to procurement processes relating to ICT and digital services.

Promote a culture of innovation, digital awareness and continuous improvement across the organisation.

Support managers and staff in the effective use of systems and technology.

Develop and coordinate training and awareness programmes relating to IT systems, cybersecurity and digital tools.

Provide specialist advice and support to managers and staff regarding technology solutions and best practice.

Prepare reports and updates for Senior Management, Board Committees and external agencies as required.

Lead organisational awareness programmes relating to cybersecurity, AI, digital literacy and the effective use of technology.

Provide strategic advice on emerging technologies, AI applications and digital innovation opportunities.

The I.T Infrastructure Officer will report directly to this post and the post holder will act as line manager for the role.

Identify training and development needs within the team and wider organisation.

Manage assigned budgets and contribute to strategic financial planning relating to ICT and digital services.

Monitor service performance and ensure achievement of agreed objectives and deliverables.

A Level 8 (or higher) qualification in Information Technology, Computer Science, Information Systems, Business Information Systems or a related discipline.

A minimum of seven years' relevant ICT experience, including at least three years in a senior management or leadership role.

Demonstrated experience leading ICT strategy, digital transformation, systems implementation and organisational change within a complex organisation.

Strong knowledge and experience of ICT infrastructure, cloud technologies, cybersecurity, information governance, digital records management, data management and business continuity.

Experience managing ICT projects, suppliers, contracts and service level agreements.

Excellent analytical, communication and stakeholder management skills, with experience preparing reports and presenting to Senior Management and Board level.

Full driving licence and access to own transport.

Experience within the healthcare, disability, public or not-for-profit sector.

Professional certification in Project Management (PRINCE2, PMP or Agile), ITIL, Cyber Security or Microsoft Cloud technologies.
This is a Grade VII position and will be remunerated in accordance with the current HSE Consolidated Salary Scales, with placement on the scale determined by recognised relevant experience and applicable HSE and Department of Health Circulars.
The annual leave entitlement for this post is 30 working days.
