Job Purpose
The Workforce Systems & Rostering Coordinator is responsible for supporting the effective management, administration and continuous improvement of the Organisation's workforce rostering and Time Point Workforce Management System. The post holder will work collaboratively with operational managers to develop and maintain efficient, person-centred rosters that support safe staffing, workforce utilisation and service delivery while ensuring compliance with organisational policies and statutory requirements. The role acts as the organisation's subject matter expert for Time Point and workforce rostering, maintaining accurate workforce information, supporting workforce planning, producing workforce reporting and providing expert system support to managers across the organisation. Working closely with the Workforce Planning Lead, Human Resources, the Finance & Payroll Officer and operational managers, the post holder will contribute to workforce governance, digital transformation and the ongoing development of workforce management systems and processes.
Key Responsibilities:
Workforce Rostering & Planning
1.Coordinate the development, implementation and ongoing review of roster templates across all services
2.Work in partnership with managers to develop sustainable roster patterns that support person centred services and operational requirements.
3.Review staffing models and recommend improvements to maximise workforce utilisation. Adjust roster templates to reflect changing service needs, staffing levels and organisational priorities.
4.Ensure all roster templates comply with the Organisation of Working Time Act, organisational policies and workforce governance requirements.
5.Monitor staffing levels, vacancies, annual leave, public holidays, absence, agency usage and overtime to support workforce planning.
6.Support managers in maintaining safe staffing levels and efficient deployment of resources. Promote consistency and standardisation of rostering practices across residential, respite and day services.
Workforce Systems
1.Act as the subject matter expert for the Time Point Workforce Management System.
2.Maintain employee work patterns, contractual hours, work locations, reporting relationships and workforce records.
3.Coordinate system maintenance, upgrades, testing and new functionality with external software providers. Investigate and resolve workforce system issues affecting rostering and workforce information.
4.Maintain system configuration to ensure workforce information remains accurate and up to date. Develop user guides and deliver training and ongoing support to managers and staff.
5.Support the implementation of new workforce management technologies and digital solutions.
Workforce Data, Compliance & Collaboration
1.Maintain high standards of workforce data integrity through regular validation, auditing and quality assurance.
2.Monitor attendance, leave, overtime and roster compliance.
3. Ensure workforce records comply with organisational policies, HIQA Standards, the Organisation of Working Time Act and other relevant statutory requirements. 4.Work collaboratively with the Finance & Payroll Officer, Human Resources and operational managers to ensure workforce information is accurate, complete and maintained to support payroll processing and workforce reporting.
5.Investigate workforce data discrepancies and support their timely resolution with relevant stakeholders. Maintain accurate workforce records to support organisational governance, reporting and workforce planning.
6.Support internal and external audits relating to workforce information and rostering
Workforce Reporting & Analytics
1.Produce regular and ad hoc workforce reports including staffing, vacancies, attendance, overtime, workforce utilisation and compliance.
2.Analyse workforce trends and provide meaningful workforce intelligence to support operational and strategic decision-making.
3.Develop and maintain workforce dashboards and management information reports.
4.Support workforce planning through accurate analysis of workforce data and service demand.
5.Identify trends and opportunities to improve workforce efficiency and service delivery.
Person Specification:
Essential
1.Relevant min Level 6 qualification (Human Resources, Business, Information Systems, Management or a related discipline) or equivalent relevant experience.
2. Minimum three years' experience working within workforce planning, electronic rostering, HR systems or workforce administration.
3.Experience using Time Point or a similar workforce management system. Strong analytical, organisational and problem-solving skills.
4.Excellent attention to detail. Advanced Microsoft Excel skills and experience producing workforce reports.
5.Excellent communication, interpersonal and stakeholder management skills.
6.Ability to prioritise competing demands and work effectively in a fast-paced environment.
Desirable
1.Experience working within healthcare, disability services or another complex workforce environment.
2.Experience supporting workforce planning or resource allocation.
3.Knowledge of workforce governance and employment legislation.
4.Experience supporting workforce system implementation projects.
5.Experience using Timepoint or similar time and attendance systems

This post is remunerated at Grade V of the HSE Consolidated Salary Scales, with the successful candidate appointed to the appropriate point of the scale based on relevant experience. The role also offers 28 days annual leave.
