The Junior Quantity Surveyor will support the commercial management of power plant and energy infrastructure projects (e.g. gas-fired, renewable, balance-of-plant works) within EPC, EPCM, or multi-package delivery models commonly used in the power sector in Ireland and the UK.
The role focuses on assisting with:
- Procurement & Subcontracting Support
- Contract Administration Support
Key Responsibilities:
Cost Management & Measurement
- Assist in the preparation of project cost plans, cost reports, interim valuations, and final accounts for power plant works.
- Carry out measurement and quantity take-offs for:
- Civil & structural works (foundations, buildings, piling)
- Mechanical and piping supports
- Electrical works (ducting, cable containment, earthing)
- Balance-of-Plant (BoP)
- Enabling works
- Prepare Bills of Quantities / Schedules of Rates in accordance with:
- ARM4 (Ireland)
- CESMM4 / NRM (UK, where applicable)
- Support estimating activities for enabling works, temporary works, and design changes.
Procurement & Package Support:
- Assist in the preparation of procurement packages for power plant works.
- Support the issue and evaluation of RFQs / tenders in line with agreed procurement strategies.
- Assist with the administration of subcontractor accounts, including:
- Measurement verification
- Interim payment applications
- Record keeping and cost tracking
- Maintain cost records for supplier and subcontractor variations under guidance from senior staff.
Contract Administration Support:
- Assist in administering contracts typically used on power projects, such as:
- EPC / EPCM contracts
- Public Works Contracts
- NEC / bespoke energy contracts (Ireland/UK & private clients)
- Support the tracking and assessment of:
- Variations
- Compensation events
- Change orders linked to design development or site conditions
- Maintain commercial logs and support early identification of cost and programme risks.
- Escalate potential commercial or contractual issues to senior management promptly.
Financial Reporting & Controls
- Support Cost Value Reconciliation (CVR) and project cashflow reporting.
- Liaise with the accounts department to reconcile:
- Costs incurred
- Value certified
- Forecast final outturn
- Assist with preparation of monthly commercial and cost reports for management and client interfaces.
Interfaces with Engineering & Construction
- Work closely with engineering, construction, and planning teams to:
- Align quantities with design maturity
- Support pricing of design changes
- Maintain traceability between drawings, models, and cost data
- Assist in managing commercial impacts arising from:
- Design development
- Temporary works requirements
- Construction sequencing changes
Tools & Systems
- Use commercial and measurement software relevant to power projects, including:
- Bluebeam Revu
- BIM-based measurement tools where applicable
- CostX
- Strong proficiency in Microsoft Excel and Word for cost reporting and analysis.
- Support digital cost management and document control systems.
Compliance, Quality & Safety:
- Support the implementation of:
- Health & Safety Management Systems (ISO 45001)
- Quality Management Systems (ISO 9001)
- Environmental Management Systems (ISO 14001)
- Ensure commercial activities align with project safety, quality, and environmental requirements typical of power plant construction.
Professional Development:
- Work under the guidance and mentoring of senior commercial staff.
- Develop knowledge of power plant construction methods, sequencing, and commercial risk profiles.
- Build experience in EPC-style contracting, change management, and cost forecasting.
- Participate in training and continuous professional development.
General:
