Reports to: CEO / Registered Provider
Location: Dublin, Meath, Kildare
Hours: Full-time (typically 39 hours/week, with flexibility required)
Salary: Range €62699 – €79227 LSI commensurate with experience & Qualifications
Job Purpose
The Clinical Nurse Manager 2 (CNM2) is responsible for the clinical, operational, and professional leadership of a designated residential service for individuals with intellectual disabilities. The CNM2 ensures high-quality, person-centred care in compliance with HIQA standards, relevant legislation, and organisational policies.
The post holder will support individuals to live meaningful, independent lives while ensuring safety, dignity, and wellbeing are at the core of service delivery.
Key Responsibilities
Clinical Leadership
- Provide strong clinical leadership to nursing and care staff.
- Ensure delivery of evidence-based, person-centred care.
- Oversee assessment, planning, implementation, and evaluation of care plans.
- Promote positive health outcomes and support individuals with complex needs.
- Ensure appropriate medication management practices in line with policy and legislation.
Governance & Compliance (HIQA)
- Ensure full compliance with HIQA regulations and National Standards for Residential Services.
- Participate in audits, inspections, and quality improvement initiatives.
- Maintain accurate and up-to-date clinical records.
- Support the PIC in regulatory submissions and inspections.
- Lead incident management, risk assessments, and safeguarding processes.
Staff Management & Development
- Supervise, mentor, and support nursing and care staff.
- Participate in recruitment, induction, and retention of staff.
- Conduct performance reviews and manage staff performance issues.
- Promote a culture of continuous professional development.
- Ensure appropriate staffing levels and skill mix.
- Person-Centred Service Delivery
- Promote rights-based, person-centred approaches aligned with New Directions.
- Support individuals to achieve personal goals and maximise independence.
- Engage with families, advocates, and multidisciplinary teams.
- Ensure residents’ voices are central to care planning and service delivery.
Operational Management
- Support the day-to-day running of the service.
- Manage resources effectively, including staffing and budgets (as delegated).
- Ensure safe and effective use of equipment and environment.
- Participate in on-call rota as required.
Financial & Resource Management
- Oversee budgets, petty cash, and resource allocation within the service
- Ensure assets and facilities are managed safely and efficiently
Communication and Liaison
- Liaise with families, multidisciplinary teams, external agencies, and the HSE
- Represent the service in professional meetings and reviews
3. Person Specification
- Registered General Nurse (RGN) or Registered Intellectual Disability Nurse (RNID) with NMBI registration.
- Relevant Level 7 or higher qualification in Social Care, Nursing or equivalent
- Minimum 3 years in management/supervisory role in health or social care
- Hold an appropriate qualification in Health or Social care management, (Min level 6 on the National framework of qualifications)
In-depth knowledge of HIQA, safeguarding, and person-centred care
- Excellent leadership, communication, and problem-solving skills
- Full clean drivers license
