We are seeking an experienced M&E Manager to lead and coordinate the delivery of M&E works on complex airport infrastructure projects. The successful candidate will have a strong background in construction delivery, MEP systems, temporary works, design coordination, procurement, and stakeholder management within highly regulated operational environments such as airports.
The role will support project delivery from planning and procurement through design management, construction, testing, commissioning, and handover, ensuring compliance with safety, quality, environmental, and operational requirements.
Key Responsibilities M&E Project Delivery
- Lead the planning, coordination, and delivery of mechanical and electrical work packages in Tunnel, Airfield and Terminal Building.
- Coordinate subcontractors, suppliers, designers, airport stakeholders, and construction teams.
- Monitor programme milestones and drive delivery in line with project schedules.
- Identify project risks, constraints, and interfaces and implement mitigation measures.
- Ensure works are delivered safely, efficiently, and in accordance with contractual requirements.
Temporary Works Management
- Manage M&E-related Temporary Works from concept through implementation and removal.
- Coordinate the preparation of Temporary Works Design Briefs.
- Review and manage Temporary Works drawings, calculations, design certificates, and associated documentation.
- Liaise with Temporary Works Designers, Checkers, and Coordinators to ensure compliance with project requirements.
- Support the preparation of Temporary Works Management Plans, Method Statements, Risk Assessments, Inspection & Test Plans (ITPs), and Permit Applications.
- Ensure all Temporary Works are approved before construction and that records are maintained throughout the project lifecycle.
Design Coordination
- Manage the development and coordination of M&E permanent and temporary works designs.
- Review drawings, specifications, technical submissions, and design deliverables.
- Coordinate design reviews, constructability workshops, and multidisciplinary design interfaces.
- Manage RFIs, technical queries, design changes, and engineering approvals.
- Ensure airport operational requirements and stakeholder comments are incorporated into designs.
Procurement & Supply Chain
- Lead procurement strategies for M&E equipment, materials, and subcontract packages.
- Prepare technical scopes, tender documentation, and bid evaluations.
- Support procurement team with assessing supplier tender submissions
- Manage supplier and subcontractor technical submissions.
- Monitor manufacturing, delivery schedules, and procurement risks.
- Coordinate Factory Acceptance Testing (FAT) and supplier inspections where required.
Airport Operations & Stakeholder Management
- Liaise with airport authorities, project managers, designers, utility providers, and operational stakeholders.
- Coordinate permits, possessions, shutdowns, isolations, and work authorisations.
- Ensure construction activities minimise disruption to airport operations.
- Support phased delivery strategies in live operational environments
Quality, Testing & Commissioning
- Ensure compliance with project specifications, standards, and design requirements.
- Manage quality inspections, testing records, and non-conformance processes.
- Coordinate testing, commissioning, integrated systems testing, and handover activities.
- Ensure O&M manuals, as-built records, commissioning documentation, and training requirements are completed.
- Develop and oversee the comprehensive handover plan.
- Coordinate with various teams to establish timelines and deadlines for the handover process.
- Collaborate with different project teams for a seamless transfer of responsibilities.
- Facilitate effective communication and coordination among various stakeholders.
- Ensure that all project documentation is complete and accurate.
- Maintain a comprehensive record of all project‐related information for future reference.
- Conduct a final review to ensure the project meets specified quality standards.
- Address any outstanding issues or deficiencies before handover.
- Communicate with the client regarding the handover process.
- Address any client concerns or queries related to the transition.
Health, Safety, Environmental & Compliance
- Champion a strong safety culture across all M&E activities.
- Participate in risk assessments, design risk reviews, toolbox talks, and safety inspections.
- Ensure compliance with Irish legislation, airport regulations, and project procedures.
- Support environmental and sustainability objectives throughout project delivery.
Candidate RequirementsEssential
- Degree or Higher Diploma in Mechanical Engineering, Electrical Engineering, Building Services Engineering, or equivalent.
- Minimum 10 years' experience delivering M&E works on major infrastructure projects.
- Strong knowledge of Temporary Works procedures and design management.
- Experience managing procurement and subcontractor packages.
- Understanding of Irish construction regulations and health & safety requirements.
- Excellent stakeholder management and communication skills.
- Strong commercial awareness and contract administration experience.
- Experience in infrastructure systems as Fire Fighting, Scada, ITS & Comms, Power Supply, Ventilation or Lighting.
Desirable
- Demonstrable experience working in operational airport environments.
- Experience with NEC4 contracts.
- Temporary Works Coordinator (TWC) training.
- Chartered Engineer status (Engineers Ireland, IET, CIBSE, or equivalent).
- Experience with airfield electrical systems, utilities, airport facilities, or transportation infrastructure.
- Familiarity with Dublin Airport operational procedures and permit systems.
- Experience managing design-and-build projects.
