We have an exciting opportunity for a Programme Executive in the Warmer Homes Operations Team in the Delivery Department.
The Warmer Homes Scheme is targeted towards homeowners who are most in need, offering a fully funded home retrofit to those receiving certain welfare payments. In 2026, the Scheme will deliver upgrades to around 11,500 homes, with Scheme output increasing year-on-year.

The successful candidate will join an enthusiastic and innovative team who are committed to the high-quality delivery of SEAI's Warmer Homes Scheme. Reporting to the Warmer Homes Engineer, this position will play a key role in the Delivery Department.
This role will require ad hoc travel to attend and present at events on behalf of SEAI, own car is not required.
The successful candidate must be able to demonstrate:

An honours degree (a minimum of NFQ Level 8 or greater) or equivalent professional qualification in a relevant technical discipline such as Construction Management, Engineering, Science, Architecture, or Energy Management/Retrofit and minimum of 3 years' experience of working in this or a related sector or in a similar role.

An ordinary degree (a minimum of NFQ Level 7 or greater) or equivalent professional qualification in a relevant technical discipline such as Construction Management, Engineering, Science, Architecture, or Energy Management/Retrofit and minimum of 5 years' experience of working in this or a related sector or in a similar role.
Or

A third level certificate (a minimum of NFQ Level 6 or greater) or equivalent professional qualification in a relevant technical discipline such as Construction Management, Engineering, Science, Architecture, or Energy Management/Retrofit and minimum of 8 years' experience of working in this or a related sector or in a similar role.
- Experience of ensuring compliance to programme design/regulations.
- Successful track record in delivering programme analysis and utilising analytical tools (e.g. Excel, Power BI).
- Strong communication skills (written and verbal), including report writing, presenting, public speaking, and the ability to communicate complex concepts to both technical and non-technical audiences.

Experience in the retrofit or energy sector.

Experience of change management.

Experience of Quality Management.
- Experience of complaints resolution.

Experience of contractor management.

BER assessor qualification.

Experience of delivering positive customer experiences.

Proficiency in the Irish Language.
The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
