In line with the IDA Strategy – Adapt Intelligently 2025 – 2029, the Strategic Property
Department is integral to the delivery of IDA’s objectives in developing solutions and
supporting investments from new and existing FDI and Enterprise Ireland client companies.
The Department is responsible for an ambitious programme of key projects across the
development of business parks and large-scale strategic sites, NGS and delivery of the
regional property programme; capital investment in key infrastructure; land acquisitions;
stakeholder engagement; developing property value propositions; Property Marketing;
sustainability; client solutions; legal, compliance, procurement and asset management.
The property portfolio is diverse and consists of Advance Building Solutions (ABS), Business
& Technology Parks and Strategic Sites across the regions. The continued development of
sustainable and strategic property and infrastructure solutions is essential to ensure the
ability of the Agency to support the needs of existing enterprise, compete for and win future
investments into regional locations.
Job Purpose:
To assist with the identification, assessment and acquisition of land and buildings, managing all aspects of the acquisition process from due diligence through to completion, and to support the alignment of IDA Ireland’s property portfolio with the Organisation’s strategy, regional development objectives and client requirements.
Key Tasks
- To identify, assess and progress opportunities for the acquisition of land and buildings to support IDA's regional and national property objectives, including undertaking market analysis and assessing development potential having regard to planning policy, infrastructure capacity, market demand and IDA strategic priorities.

To coordinate and undertake due diligence investigations on potential land and property acquisitions, including planning, legal title, environmental, utility, infrastructure, access and valuation assessments.

To project manage and coordinate external professional advisors including, but not limited to, valuers, solicitors, engineers, planners, surveyors and environmental consultants in support of acquisition projects.

To prepare business cases, financial appraisals and acquisition recommendations for consideration by the Department Manager, Property Management Committee, Board and internal Committees as required.

Actively manage project level risk, identifying delivery, programme, cost, procurement and stakeholder risks early, maintaining appropriate risk controls and escalating issues as required through established governance structures.

To negotiate Heads of Terms, land purchase agreements, option agreements, leases, licences and other property-related transactions on behalf of IDA.

To engage proactively with landowners, property owners, developers, local authorities, State agencies and other stakeholders to facilitate acquisitions.

To monitor acquisition budgets, valuation advice, transaction costs, programme timelines and associated approvals, maintaining accurate records and reporting systems and ensuring value for money and compliance with public procurement and governance requirements.

To collaborate with internal Business Development, Regional Development and Legal teams to develop and deliver integrated property solutions for existing and prospective client companies.

To influence, liaise and negotiate with stakeholders on planning issues, services, levies and utility/service provider requirements associated with potential landbanks.

To support the Section Manager in gaining approval at Committee for the implementation of property solutions for clients.

To utilise technology effectively to manage the property business in the most effective and efficient manner and support the corporate governance requirements of IDA.

Coordinate and manage public procurement and tender processes in accordance with IDA procedures, public sector procurement regulations and best practice, ensuring transparency, value for money and robust governance throughout.

Maintain accurate and up‑to‑date project records, property data and decision trails, ensuring readiness for audit, internal review and external scrutiny.

Support the Section Manager and wider Property Team through collaborative working, knowledge sharing and mentoring, contributing to continuous improvement of property delivery processes and departmental capability.

A full driving licence is essential

A third level technical / related qualification to Level 8 standard on the National Qualification Framework is essential and experience of working in property related functions is essential;
- Aspects of this role will require national travel and working outside normal office hours;
- Ongoing flexibility and interest in career progression and development via opportunities which may arise in IDA.
Salary Scale:
€53,072 to €76,227 per annum contributory superannuation.
Rising by long service increments to
€78,059 (after 3 years satisfactory service at the maximum of the range
