ICT Systems Analyst

Overview of role:
The ICT Systems Analyst – System Delivery will play a critical role in the delivery of new ICT systems as part of a large-scale Electronic Health Record (EHR) programme. This role combines technical systems analysis with project management and business analysis responsibilities to ensure successful design, implementation, and integration of systems aligned to programme objectives. This role bridges business stakeholders, clinical teams, vendors, and technical delivery functions, ensuring that solutions are well-defined, fit-for-purpose, and delivered on time, within scope, and aligned to the EHR programme objectives. The role offers the opportunity to play a key part in delivering transformative EHR capabilities that enhance patient care and operational efficiency This is a 12-month fixed term contract
Primary Duties and Responsibilities:
Solution Delivery

Support system design, configuration, solution architecture, and implementation activities in collaboration with vendors, clinical, business and technical teams to deliver solutions

Ensure solutions align with enterprise architecture, interoperability standards, regulatory and security requirements

Ensure solutions comply with ICT governance, data protection regulations (e.g., GDPR), and healthcare requirements
- Coordinate system testing (SIT, UAT) and validation activities

Support go-live planning, cutover activities, and post-implementation optimisation

Support development of documentation including design documents, SOPs, and operational procedures
- Support training and change management initiatives to ensure a seamless transition at go-live
Project Delivery

Lead the planning, execution, and delivery of ICT system projects from initiation through to go-live and stabilisation

Develop and maintain project plans, timelines, and status reports

Manage scope, schedule, cost, and quality in line with programme governance frameworks (e.g. PMBOK or PRINCE2)

Manage tasks and deliverables within the EHR programme

Proactively identify, assess, and manage risks, issues, decisions and dependencies
-
Maintain RAID logs and escalate where appropriate
-
Ensure adherence to programme milestones, dependencies, and critical path activities

Support procurement, vendor coordination, and contract deliverables

Support training and change management activities
Requirements Management

Engage with business and clinical stakeholders to capture, document, and validate requirements

Facilitate workshops, process mapping sessions, and requirements reviews

Translate business and clinical needs into functional and non-functional specifications

Identify process improvement opportunities enabled by new ICT systems

Ensure requirements traceability from design through build, test, and deployment
Stakeholder Engagement & Communication

Act as a key liaison between business and clinical EHR teams, operations, technical teams, and external vendors

Support user engagement, training planning, and communication activities to ensure solutions meet user needs

Provide clear and concise reporting to programme leadership and governance forums
Continuous Improvement & Best Practice

Promote adoption of standardised delivery methodologies, templates, and tools

Identify opportunities to improve processes, system usage, and delivery efficiency

Contribute to lessons learned and post-implementation reviews
Qualifications & Experience:
Essential
-
Degree in Information Systems, Health Informatics, Computer Science, Business, or related discipline

Proven experience in ICT systems analysis and delivery
- Demonstrable project management and delivery experience within structured methodologies (e.g., PMI, PRINCE2, Agile)

Strong business analysis experience including requirements gathering and process mapping
Desirable

Experience with Meditech Expanse or other EHR platforms
-
Experience in healthcare environments
- Familiarity with system lifecycle (design, build, test, deploy, support)
- Proficiency in Microsoft Office suite (Excel, Word, PowerPoint, Visio, MS Project)
