Role Overview
Samsic Facility is seeking a commercially driven, highly organised and detail-oriented Public Tendering Bid Manager to join our Commercial team. This is an exciting opportunity for an experienced bid or tendering professional with a strong understanding of public-sector procurement to take ownership of the tender process and support the continued growth of Samsic Facility's public-sector business across Ireland.
As Public Tendering Bid Manager, you will manage opportunities from initial identification and assessment through to bid submission, coordinating internal stakeholders, commercial pricing, tender documentation and final submissions. You will play a key role in ensuring bids are high quality, compliant, commercially viable and delivered within required deadlines.
The successful candidate will have excellent attention to detail, strong commercial awareness and the ability to manage multiple complex tenders while coordinating input from teams across the business.
Key Responsibilities

Monitor public procurement and e-tendering portals, including eTenders, to identify new public-sector tender and framework opportunities

Assess new opportunities against Samsic Facility's strategic, operational and commercial objectives

Coordinate internal go/no-go decisions and communicate key requirements, risks, timescales and commercial considerations to relevant stakeholders

Manage the end-to-end preparation and coordination of public-sector tender submissions

Review tender documentation, evaluation criteria, mandatory requirements and submission instructions

Develop and coordinate high-quality, compliant and commercially compelling tender responses

Coordinate bid costings and commercial pricing information with Finance and the Commercial Manager

Coordinate input from Operations, Finance, Sustainability, Innovation, HR, Mobilisation and other relevant stakeholders

Manage tender timelines, milestones, deadlines and submission requirements across multiple opportunities

Conduct final quality, accuracy and compliance checks before submission

Develop and maintain a central tender library containing company information, policies, case studies, methodologies and supporting documentation

Maintain accurate records of previous submissions, tender outcomes, frameworks and lessons learned

Identify and assess new public-sector framework opportunities and support the management of existing frameworks

Monitor framework requirements, renewal dates, call-off arrangements and ongoing compliance obligations

Build appropriate relationships with public-sector procurement bodies and relevant industry contacts, including the Office of Government Procurement (OGP), where appropriate

Attend procurement briefings, customer meetings, clarification meetings and site visits as required

Review unsuccessful tenders and evaluation feedback to identify opportunities for improvement

Coordinate formal clarification requests, reviews or challenges where appropriate and in consultation with the Commercial Manager

Contribute to the continuous improvement of Samsic Facility's tender processes, templates, content and ways of working

Monitor market and competitor activity to identify future opportunities and support public-sector growth

Support the wider Commercial team with market intelligence, customer engagement and business development activity where appropriate
Qualifications & Experience

Proven experience managing end-to-end bid or tender processes, ideally within a public-sector or B2B service environment

Demonstrable experience preparing high-quality tender submissions and coordinating input from multiple stakeholders

Strong understanding of public-sector procurement processes, tender requirements and evaluation criteria

Experience with Irish public-sector tenders, OGP frameworks and/or eTenders is highly desirable
-
Experience within Facilities Management, Cleaning, Security, Property Management or another B2B service environment is desirable

Experience coordinating bid costings or working closely with Finance and Commercial teams on tender pricing
-
Excellent written and spoken English, with strong proposal writing and communication skills

Exceptional attention to detail and the ability to manage multiple deadlines and competing priorities

Strong commercial awareness, judgement and business development mindset

Excellent organisational and project management skills

Strong stakeholder management and relationship-building skills

Proficient in Microsoft Office 365, particularly Word and Excel

Willingness to travel nationwide as required

Strong understanding of Facilities Management, Cleaning, Security and associated service markets

Experience using bid management systems, CRM platforms or other tools to manage tender pipelines and submissions

Strong analytical skills with the ability to review tender outcomes, feedback and market information
