- Coordinate and support compliance with the Construction (Design and Management) Regulations 2015 (CDM) across all applicable projects, ensuring the organisation fulfils its legal duties as Client and where applicable, Principal Designer.
- Provide expert advice and guidance to project teams on CDM requirements, health and safety legislation and best practice throughout the project lifecycle.
- Prepare, coordinate and maintain all required CDM documentation, including:
o Client Briefs
o Pre-Construction Information (PCI)
o Design Risk Assessments
o Design Risk Registers
o Project Health & Safety Risk Registers
o Residual Risk Information
o Health & Safety Files
o Appointment letters for relevant duty holders
o Construction Phase Plan
- Coordinate and facilitate design risk review meetings, ensuring hazards are identified, eliminated or reduced where reasonably practicable and that residual risks are effectively communicated to all relevant stakeholders.
- Maintain project risk registers, monitor the implementation of mitigation measures and ensure all safety-related actions are completed and closed out in a timely manner.
- Support the client statutory notifications and permits, including F10 notifications where required, and ensure projects remain compliant with all legislative and regulatory requirements.
- Monitor changes in health and safety legislation and CDM guidance, implementing improvements to company procedures, standards and working practices as required.
- Liaise with internal stakeholders including Engineering, Projects, EHSQ, Procurement and Site Management, as well as external parties including clients, contractors, Principal Designers, local authorities, the Health and Safety Executive (HSE) and other regulatory bodies to ensure effective communication of safety-critical information.
- Undertake regular site inspections, audits and spot checks to monitor compliance with health and safety legislation, CDM requirements, company procedures and project-specific safety arrangements.
- Participate in design reviews and project meetings, ensuring health and safety considerations are embedded within the design and delivery process.
- Support investigations into incidents, near misses and design-related safety issues, identifying root causes and implementing corrective and preventative actions.
- Review RAMS, lift plans, temporary works arrangements, work-at-height controls, MEWP controls, hot works, confined space controls, electrical isolation/LOTO arrangements and permit-to-work requirements where applicable.
- Promote the principles of safe design and continuous improvement, developing CDM procedures, templates, guidance documents and lessons learned to enhance project delivery and reduce future risk.
- Maintain evidence of Principal Contractor compliance, including induction records, training and competence records, inspection reports, toolbox talks, RAMS briefings, permits, contractor reviews, action close-outs and project handover records.
- Produce accurate reports and compliance records, ensuring all project documentation is maintained, controlled and issued in accordance with company procedures and project milestones.
- Carry out any other duties appropriate to the role as reasonably required by management.
