Quantity Surveyor
Role Purpose
Powercomm Group is seeking an experienced Quantity Surveyor to join our Commercial team, with a particular focus on supporting our Frameworks division.
The successful candidate will provide commercial and quantity surveying support across projects from tender stage through to completion and final account. The role will involve close collaboration with our Frameworks, Engineering, Project Management and Commercial teams, as well as regular engagement with clients, suppliers and subcontractors.
This is a hands-on role requiring a strong understanding of how construction projects operate, including tendering, measurement, valuations, cost control, variations, subcontractor management and final accounts. The successful candidate will also spend time on site to develop a thorough understanding of project activities and accurately measure and quantify works.
Strong client relationship skills are particularly important. We are looking for someone who is commercially astute, professional and personable, and who can build and maintain positive relationships while confidently representing Powercomm's commercial interests.
Experience within general construction, civil engineering, utilities or energy infrastructure is preferred. Previous exposure to electrical or HV/MV infrastructure would be advantageous but is not essential.
Key Responsibilities
- Provide commercial and quantity surveying support across projects from tender through to completion and final account.
- Analyse contract awards and monitor project performance against technical, contractual and commercial requirements.
- Support tender preparation, including reviewing tender documentation, drawings, specifications, BOQs and commercial requirements.
- Prepare and review Bills of Quantities (BOQs) and undertake measurement in accordance with relevant Standard Methods of Measurement.
- Read and interpret construction and engineering drawings and accurately quantify works, including dimensions, areas, volumes, levels, slopes, drainage and ducting.
- Prepare detailed work packages, scopes, and tender documentation for issue to subcontractors.
- Prepare and issue RFQs and tender enquiries to suppliers and subcontractors.
- Analyse supplier and subcontractor quotations and prepare clear commercial comparisons and recommendations.
- Negotiate pricing, commercial terms, lead times, and contractual conditions.
- Manage subcontractor valuations, variations, and associated commercial documentation.
- Prepare, submit, and manage interim valuations and applications for payment.
- Manage project valuations and support the preparation and agreement of final accounts.
- Identify, evaluate and prepare variations, claims and commercial entitlements.
- Monitor project costs, profitability, cash flow, and budgets, and report on commercial performance to the Frameworks Director and Commercial team.
- Support budget management, forecasting and ongoing cost control throughout the project lifecycle.
- Evaluate rate increase requests from both customers and suppliers in accordance with contractual provisions and relevant indices, including CPI where applicable.
- Develop and maintain strong working relationships with clients, suppliers and subcontractors.
- Work closely with client commercial and project teams, maintaining Powercomm's collaborative approach while protecting the company's commercial position.
- Manage procurement activities for materials, equipment and subcontract packages within the Frameworks team.
- Identify opportunities for cost savings, alternative suppliers and improved procurement strategies.
- Support contract administration and commercial and contractual negotiations.
- Apply knowledge of standard construction contracts, with familiarity with forms such as NEC, FIDIC and JCT considered advantageous.
- Work closely with engineering and project teams to ensure subcontract packages, materials, and equipment meet project specifications and programme requirements.
- Undertake regular site visits to understand the scope and progress of works, verify quantities and support accurate valuations and commercial reporting.
- Carry out site measurement activities where required, including the use and interpretation of levels, dimensions and site information.
- Support the continued development of Powercomm's supplier and subcontractor database and commercial processes.
Experience & Qualifications
- Degree in Quantity Surveying, Construction Economics, Civil Engineering, Construction Management or a related discipline.
- Minimum of 5 years' post-qualification experience in quantity surveying or a similar commercial construction role.
- Strong general construction experience and a practical understanding of how projects operate from tender through to completion.
- Experience in tendering, cost control, valuations, variations, claims and final accounts.
- Strong understanding of BOQs, measurement and Standard Methods of Measurement.
- Ability to read and interpret construction and engineering drawings and confidently undertake quantity take-offs and site measurement.
- Experience preparing detailed subcontract work packages, RFQs and tender enquiries.
- Strong understanding of construction contracts and contract administration. Experience with NEC, FIDIC and/or JCT contracts would be advantageous.
- Knowledge of construction contract law and/or relevant legal or contractual training would be beneficial.
- Experience managing subcontractor valuations and commercial negotiations.
- Strong commercial awareness with the ability to protect the company's position while maintaining positive client and supplier relationships.
- Strong numerical and analytical skills with excellent attention to detail.
- Excellent Excel skills and the ability to prepare clear commercial comparisons, forecasts and reports.
- Comfortable spending time on active construction sites and capable of working safely and independently in a site environment.
- Experience within civil engineering, utilities, energy infrastructure, or renewable energy would be advantageous.
- Knowledge of electrical infrastructure, substations or HV/MV projects would be beneficial but is not essential.
