HR & Compliance Officer (Maternity Cover) Job Description
Position: HR & Compliance Officer
Contract Type: Fixed-Term Contract (Maternity Cover)
Duration: Approximately 9 months (28 September 2026 – July 2027)
Hours: Full-time, 37.5 hours per week (Monday – Friday contract)
Reporting To: General Manager (day-to-day) and Board of Directors (monthly)
Salary: €37.5 - €40k per annum DOE
Role Purpose
The HR & Compliance Officer is responsible for managing the full Human Resources function within the nursing home while ensuring the organisation remains fully compliant with employment legislation, HIQA regulations, and internal policies and procedures.
This is a standalone HR role requiring a highly organised and proactive individual who can independently manage recruitment, employee relations, HR administration, regulatory compliance, workforce planning and governance reporting. The successful candidate will work closely with department managers, Finance and senior management to ensure the delivery of an efficient, compliant and professional HR service.
Key Responsibilities
1. Recruitment & Onboarding
- Manage the full recruitment lifecycle from vacancy identification through to appointment.
- Liaise with department managers regarding staffing requirements in line with agreed budgets.
- Prepare and publish job advertisements across recruitment platforms, including Indeed.
- Screen applications and shortlist suitable candidates.
- Arrange and conduct interviews independently or alongside relevant managers.
- Coordinate reference checks, Garda Vetting and pre-employment documentation.
- Ensure all compliance documentation is received prior to commencement of employment.
- Prepare contracts of employment and issue all contractual documentation within statutory timeframes.
- Coordinate employee inductions.
- Ensure all new employees receive starter documentation, uniforms and identification badges.
- Ensure mandatory training is arranged prior to commencement where required.
2. HR Compliance & Staff File Management
- Maintain fully compliant employee personnel files in accordance with HIQA Standards and employment legislation.
- Manage the National Vetting Bureau (Garda Vetting) process from application through to clearance.
- Ensure no employee commences employment without satisfactory Garda Vetting clearance.
- Maintain accurate Garda Vetting records and compliance trackers.
- Monitor employment permits and immigration permissions for non-EEA employees, ensuring renewals are tracked proactively.
- Conduct regular audits of personnel files and HR documentation.
- Ensure all HR records remain inspection-ready at all times.
- Maintain confidentiality of all employee information.
3. Employee Relations
- Act as the first point of contact for managers regarding HR policies and procedures.
- Provide advice and guidance on Irish employment legislation and company policies.
- Coordinate grievance, disciplinary, capability and investigation processes.
- Prepare investigation documentation, invitations, meeting correspondence and outcome letters.
- Attend meetings where required and act as note-taker.
- Maintain confidential records relating to employee relations matters.
- Ensure all HR processes are conducted fairly, consistently and in accordance with employment legislation.
4. Performance Management
- Maintain the annual appraisal schedule.
- Monitor probation review dates and annual appraisal completion.
- Liaise with managers to ensure reviews are completed within agreed timeframes.
- Maintain records of probation reviews, appraisals and employee development.
- Follow up on outstanding performance reviews and associated documentation.
5. HR Administration
- Prepare and issue employment-related correspondence, including:
- Contracts of Employment
- Probation confirmation letters
- Pay increment letters
- Contract amendment letters
- Promotion letters
- General HR correspondence
- Maintain accurate employee personnel records.
- Update employee records following contractual changes.
- Process new starters and leavers.
- Create and deactivate employee profiles across internal systems, including Epicare and Teks.
- Ensure appropriate system access is granted for new employees and removed promptly for leavers.
- Maintain HR trackers, employee databases and organisational records.
- Liaise with Payroll regarding:
- New starters
- Employee leavers
- Annual leave balances
- Salary amendments
- Pay increments
- Contractual changes
- Ensure all employee documentation is accurately filed and retained in accordance with company procedures.
6. Workforce Planning & Training
- Maintain the live staffing roster using Microsoft Excel.
- Prepare staffing templates at least one month in advance.
- Maintain and update the mandatory training matrix daily.
- Coordinate mandatory training programmes.
- Schedule staff onto training sessions.
- Record training attendance and maintain training records.
- File all completed training certificates within employee personnel files.
- Review annual leave requests against staffing requirements and employee entitlements.
- Maintain the annual leave planner.
- Coordinate annual leave information with Payroll.
7. Governance & Reporting
- Prepare monthly HR reports for the Board of Directors.
- Attend monthly governance meetings and present HR updates.
- Report on:
- Recruitment activity
- Staff turnover
- Agency usage
- Mandatory training compliance
- Garda Vetting compliance
- Work permit compliance
- HR audit findings
- Staffing levels against budget
- Work closely with the Finance Department to monitor staffing costs against agreed budgets.
- Prepare reports and workforce statistics as required by senior management.
- Attend meetings as required and provide accurate minutes and formal records.
Candidate Profile
Essential Requirements
- Third-level qualification in Human Resource Management or a related discipline.
- Previous experience in a HR Administration or HR Officer role.
- Excellent organisational and administrative skills.
- Strong Microsoft Office skills, particularly Microsoft Excel.
- Excellent written and verbal communication skills.
- High level of attention to detail.
- Ability to prioritise multiple competing deadlines.
- Ability to work independently while maintaining confidentiality.
Desirable
- Experience working within a healthcare or nursing home environment.
- Knowledge of HIQA Standards.
- Good understanding of Irish Employment Law.
- Experience managing Garda Vetting.
- Experience with employment permits and Right to Work compliance.
- Experience coordinating investigations, disciplinary and grievance procedures.
- Experience using HR, rostering or care management systems such as Epicare and Teks.
