The Governance & StageGate Project Manager is responsible for effectively managing the day-to-day governance and StageGate activities across Dublin Airport’s portfolio of capital expenditure projects. Reporting to the Head of Governance, the role plays a pivotal part in establishing and implementing governance frameworks, ensuring consistent monitoring, control, reporting, and assurance across Infrastructure, Commercial, Security and Asset Management. The position supports robust decision-making and regulatory compliance through the coordination of governance processes and submissions. Acting as a central governance enabler, the role drives continuous improvement, ensures alignment across stakeholders, and strengthens oversight to support the efficient delivery of high-value, complex infrastructure projects.
1. Serve as a Governance function representative, driving continuous improvement and promoting best practices across all programmes.
2. Maintain and enhance governance and StageGate frameworks, standards, processes, and tools in line with Corporate Governance Policy and Portfolio Board requirements.
3. Oversee and administer core governance processes, including StageGate, ensuring effective implementation across the portfolio.
4. Coordinate governance inputs to the Regulatory StageGate process and support programme and project planning, approvals, and progress tracking.
5. Produce, assure, and manage high-quality governance documentation, submissions, and reporting to support informed decision-making.
6. Facilitate effective stakeholder engagement, communication, and governance forums, including meetings, minutes, and follow-up of key actions and decisions.
7. Maintain robust governance records and document control systems, including central repositories and tracking of projects throughout their lifecycle.
8. Collaborate with the Head of Governance and Infrastructure leadership to embed governance processes, support delivery of strategic priorities, and undertake additional duties as required
- A minimum of 5 years’ relevant experience within a governance, programme management, business management or project control’s function is preferred.
- Extensive experience in ensuring effective governance across capital projects and programmes, particularly within large-scale infrastructure environments.
- Demonstrated track record of contributing to the successful delivery of complex projects or programmes.
- Strong familiarity with governance best practices, emerging industry trends, and regulatory considerations.
- Proven experience working within PMO and programme support functions, including schedule, cost, risk, and information management.
Skills
- High level of governance and reporting capability, with experience implementing best-in-class governance frameworks in large infrastructure projects.
- Strong communication skills, with the ability to prepare clear, concise written and verbal reports, including consistent production of monthly reporting outputs.
- Advanced data management and analytical skills, including the use of trackers, dashboards, and look-ahead planning tools.
- Excellent stakeholder management and engagement skills, with the ability to build trust, influence outcomes, and manage expectations across multiple stakeholders.
- Strong interpersonal and networking capabilities, with the ability to establish effective working relationships across functions.
- Ability to manage competing priorities and maintain structured oversight across multiple projects or programmes.
Education & Qualifications
- A third-level degree in a relevant discipline is desirable, with preference for business, management, or technical fields.
- A professional qualification in Project or Programme Management (e.g. MAPM, PRINCE2, PMP, or equivalent) is advantageous.
Mandatory Practicing/Training/Compliance Certification
- No mandatory practising certification is required.
- However, relevant project or programme management certifications (e.g. MAPM, PRINCE2, PMP, or equivalent) are highly desirable and support effective performance in the role.
Professional Memberships
- Membership of a relevant professional body is desirable, such as:
o Association for Project Management (APM)
o Project Management Institute (PMI)
- Other governance, business management, infrastructure, or programme management-related memberships are considered beneficial.
